WHEREAS:
Law No. 1178 of July 20, 1990, on Government Administration and Control and its amendments.
Law No. 1670 of October 31, 1995, of the Central Bank of Bolivia (BCB) and its amendments.
Law No. 2042 of December 21, 1999, on Budgetary Administration and its amendments.
Law No. 1705 of December 31, 2025, on the General State Budget (PGE) - 2026 Fiscal Year.
Supreme Decree No. 3607 of June 27, 2018, which approves the Regulation on Budgetary Modifications.
Supreme Resolution No. 225558 of December 1, 2005, which approves the Basic Norms of the Budget System.
Board Resolution No. 125/2026 of August 18, 2026, which approves the Specific Regulation of the BCB Budget System.

Report BCB-GAL-SANO-DLBCI-INF-2026-235 of September 7, 2026, issued by the Legal Affairs Management (GAL).
CONSIDERING:
That Law No. 1178 in subsection d) of its article 8 determines that the execution of the BCB's expenditure budget may be subject to modifications, transfers, and reallocations, provided that investment expenses or budgeted income surpluses are not transferred to operating expenses.
That Law No. 1670 in its articles 44 and 54 subsections a) and g) provides that the highest authority of the BCB is its Board of Directors, which has the powers to issue norms and adopt the general decisions that are necessary for the BCB to fulfill the functions, competencies, and faculties assigned to it by Law; as well as to approve the BCB Budget for its incorporation into the General Budget of the Nation. That Law No. 2042 in its articles 4, 5, and 6 determines that the budgetary expenditure allocations approved by the Budget Law of each year constitute maximum expenditure limits and any modification must be made within the limits according to the Regulation on Budgetary Modifications, without compromising or executing expenses with resources not declared in their approved budgets and that the Executive Power can make intrainstitutional and interinstitutional budgetary modifications, according to the Regulation on Budgetary Modifications. That Law No. 1705, which approves the PGE for the 2026 fiscal year, includes the BCB Budget and in its article 4 establishes that the Highest Executive Authority of each public entity is responsible for the use, administration, destination, fulfillment of objectives, goals, results of public resources and the approval, execution, monitoring, evaluation, and closing of projects, for which purpose it must observe the provisions contained in the Law and those established in current legal norms. That the Regulation on Budgetary Modifications in paragraphs I and II of its article 3 provides that the observance and compliance with legal norms in the process of approval and/or registration of budgetary modifications is the exclusive responsibility of the requesting entity. The registration, reliability, and veracity of the information on budgetary modifications and any other information presented to the Ministries of Economy and Public Finance and of Development Planning is the responsibility of the requesting entity.

That the aforementioned Regulation in its article 7 provides that institutional budget transfers constitute reallocations of resources within each public entity, which do not increase or decrease the total amount of its budget. Likewise, in subsection c) of paragraph III of its article 16, it establishes budgetary modifications approved by norm of each entity, among which are Intrainstitutional Budget Transfers due to changes in items, expenditure objects, financing source, and financing entity, provided that they do not generate a fiscal deficit and do not compromise resources from the General Treasury of the Nation. That the Basic Norms of the Budget System in its article 28 establish the causes under which budgetary modifications can be made. That the Specific Regulation of the BCB Budget System in its article 25 determines that budgetary modifications must observe the provisions contained in the Regulation on Budgetary Modifications. That by Board Resolution No. 6/2026, the POA and the BCB Budget are approved within the framework of Law No. 1705 which approves the PGE - 2026 Fiscal Year. That the BCB Statute in its article 11 numerals 1), 21), and 50 provides that the Board of Directors has the powers to approve general decisions and issue the norms that are necessary for the BCB to fulfill the functions, competencies, and faculties assigned to it by Law; to approve the BCB's Budget and Annual Operating Plan; and to approve modifications of any determination and provision, as well as to monitor them.
CONSIDERING;
That by report BCB-GOM-SOMA-DACOMA-INF-2026-31, the GOM requests an intrainstitutional budget transfer of Bs540.428.713,02 (Five Hundred Forty Million Four Hundred Twenty-Eight Thousand Seven Hundred Thirteen 02/100 Bolivianos), an amount that will allow it to comply with the registration and payment of yields on direct sale securities of the BCB, BCB Fund RAL securities, FPAH, FPA and other funds, BCB Bonds, and Redeemable BCB Bills corresponding to the 2026 fiscal year. That by report BCB-SPCG-INF-2026-69, the SPCG concludes that the intrainstitutional budget transfer requested by the GOM is technically pertinent, viable, and will allow it to have resources for the fulfillment of its activities. Likewise, it recommends that with the technical and legal reports, it be submitted for consideration by the BCB Board of Directors for its respective approval.

That by report BCB-GAL-SANO-DLBCI-INF-2026-235, the GAL concludes that the request for Intrainstitutional Budget Transfer requested by the GOM, technically evaluated by the SPCG as the area in charge of technical analysis, is legally viable as it does not violate the current legal system, which will allow it to have resources to comply with the registration and payment of yields on direct sale securities of the BCB, BCB Fund RAL securities, FPAH, FPA and other funds, BCB Bonds, and Redeemable BCB Bills corresponding to the 2026 fiscal year, corresponding to the BCB Board of Directors to order its approval in accordance with the provisions of subsections a) and g) of article 54 of Law No. 1670 and numerals 1), 21), and 50) of article 11 of the BCB Statute.
THEREFORE,
THE BOARD OF DIRECTORS OF THE CENTRAL BANK OF BOLIVIA RESOLVES:
Article 1.- To approve the intrainstitutional budget transfer for the Monetary Operations Management, for an amount of Bs540.428.713,02 (Five Hundred Forty Million Four Hundred Twenty-Eight Thousand Seven Hundred Thirteen 02/100 Bolivianos) in the 2026 budget, according to the following detail:
