Law No. 1670 of October 31, 1995, establishing the Central Bank of Bolivia (BCB) and its amendments.
The Regulation on Monetization, Distribution, Destruction of Monetary Material, and Destruction of Counterfeit Material, approved by Board Resolution No. 94/2018 of July 24, 2018, and its amendments.

Report BCB-GAL-SANO-DLBCI-INF-2026-257 dated October 2, 2026, issued by the Legal Affairs Management (GAL).
CONSIDERING:
That Law No. 901, in its articles 1 and 3, provides for the creation of the Boliviano as a new unit of the monetary system, through banknotes and coins that the BCB will issue and circulate with the status of legal tender and compulsory acceptance, being the sole issuer of banknotes and coins.
//2. B.R. No. 143/2026
That Law No. 1670, in its article 1, determines that the BCB is the sole monetary authority of the country, with administrative, technical, and financial competence, and specialized normative powers of general application. In its articles 10 and 11, it provides that the BCB will exercise, exclusively and non-delegably, the function of issuing the monetary unit of Bolivia named the “Boliviano” in the form of banknotes and metallic coins that are legal tender means of payment throughout the territory of the Plurinational State of Bolivia, with unlimited discharge power.
That the aforementioned Law, in its articles 44 and 54, subsections a) and m), establishes that the highest authority of the BCB is its Board, which has the attributes to issue norms and adopt general decisions necessary for the BCB to fulfill its functions, competencies, and powers assigned by Law, and to authorize and supervise the printing, issuance, and destruction of banknotes, and the minting and withdrawal of coins, within the norms of the aforementioned Law.
That the Regulation on Monetization, Distribution, Destruction of Monetary Material, and Destruction of Counterfeit Material, in its article 2, defines monetization as a function exclusive to the BCB as the sole issuer of the Boliviano, through which nominal value is granted to Boliviano banknotes and coins for their circulation. Likewise, in its article 3, it provides that the BCB Board, through an express Resolution, will authorize the monetization of monetary material based on reports from the GTES and the GAL, according to the issuance or storage requirements determined by the GTES.
That within the framework of Contract SANO-DLABS No. 4/2025 and the Amending Contracts SANO-DLABS No. 98/2025 and SANO-DLABS No. 122/2026, executed between the BCB and the company MENNICA POLSKA S.A., the BCB received the ninth and tenth shipments of 6,000,000 pieces of the Bs5 stamp; 1,800,000 pieces of the Bs2 stamp; and 13,000,000 pieces of the Bs1 stamp.
CONSIDERING:
That through report BCB-GTES-SAOMM-DAMM-INF-2026-34, the GTES concludes that the current stock of the Bs5, Bs2, and Bs1 stamps in the BCB vaults is insufficient to meet projected short-term issuance requirements, hence the need to monetize monetary material from the Bs5, Bs2, and Bs1 stamps. The monetary material to be used corresponds to coins recently delivered to the BCB
//3. B.R. No. 143/2026
within the framework of Contract SANO-DLABS No. 4/2025 and the Amending Contracts SANO-DLABS No. 98/2025 and SANO-DLABS No. 122/2026, executed with MENNICA POLSKA S.A., amounting to 6 million pieces of the Bs5 stamp; 1.8 million pieces of the Bs2 stamp; and 13 million pieces of the Bs1 stamp.
That through report BCB-GAL-SANO-DLBCI-INF-2026-257, the GAL concludes that the GTES proposal to authorize the monetization of 20.8 million pieces of the Bs5 (6,000,000.-), Bs2 (1,800,000.-), and Bs1 (13,000,000.-) stamps, and the designation of a Board member to participate in the monetization act, is legally viable as it does not violate the current legal framework, corresponding to the BCB Board to consider such determination through a Board Resolution, in accordance with subsections a) and m) of article 54 of Law No. 1670, numeral 9) of article 11 of the BCB Statute, and articles 3 and 4 of the Regulation on Monetization, Distribution, Destruction of Monetary Material, and Destruction of Counterfeit Material and its amendments.
