Scheduled Banks in Bangladesh may issue Subordinated Debt as Tier-II Regulatory Capital if they hold a composite CAMELS rating of at least 2, an Issuer rating of at least 3, and an Instrument/Issue rating of at least 3. This decision revises previous requirements that mandated a minimum rating of 2 for all three categories. The sections titled 'Criteria to Qualify as Regulatory Capital' and 'Other Eligibility Criteria' within the guidelines are rephrased to reflect these new thresholds, while all other instructions remain unchanged.
