CENTRAL BANK OF BRAZIL INSTRUCTION NORMATIVE NO. 656, OF SEPTEMBER 1, 2025
Amends the Filling Instructions and the layout of document code 2062 - Individual Operational Limits Statement - DLI, governed by Central Bank of Brazil Instruction Normative No. 85, of March 10, 2021.
The Head of the Financial System Monitoring Department - Desig, in the exercise of the authority conferred by Article 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to BCB Resolution No. 340, of September 21, 2023, based on Article 85, item I, letter “b”, of the aforementioned Regulations, in view of the provisions of CMN Resolution No. 5,061, of February 16, 2023,
RESOLVES:
Art. 1st. The new versions of the layout and the Filling Instructions for document code 2062 - Individual Operational Limits Statement (DLI), available on the Central Bank of Brazil’s internet page at the electronic address https://www.bcb.gov.br/estabilidadefinanceira/leiautedocumentoscrd, shall enter into force as of the September 2025 data base.
Art. 2nd. The following modifications were made to the filling instructions:
I - wording adjustments in several items throughout the filling instructions, identified with the acronym (AR);
II - in Chapter II - General Guidelines: alterations in items 3 and 8.a;
II - in Chapter IV - Specific Guidelines: alterations in items 1 and 1.c;
III - in Chapter V - Tables:
a) in Table 003 - Accounts:
alteration in item A) Breakdown of the Minimum Net Worth Limit – Minimum NW;
in item A4) Minimum NW of SCFI, Real Estate Companies, and APE:
2.1. alteration of the item’s denomination;
2.2. alteration of the denomination of account 6.90.03;
2.3. exclusion of normative basis in the accounts of this item;
Inclusion of item A7) Minimum NW of SCFI;
in item B) Breakdown of the Minimum Realized Capital Limit:
4.1. alteration in the normative basis of accounts 8.00.00, 8.10.00, and 8.90.00;
4.2. alteration in the description of account 8.90.00;
5.1. alteration in the description of the accounts: 20.90.00, 20.99.00;
5.2. exclusions of the accounts: 20.90.10, 20.90.20;
6.1. alteration in the description of the account: 21.90.00;
6.2. exclusion of the account: 21.99.00;
7.1. alteration of the description of the account: 22.90.00;
7.2. exclusion of the account: 22.99.00;
b) in Table 006 - Element: inclusion of codes 5, 6, 7, and 8;

Art. 3rd. The following modifications were made to the layout:
I - alteration of the description of the Tag/Attribute: “enviado” and “valorElemento”;
II - in Annex 4 - Accounts: exclusion of the accounts: 20.90.10, 20.90.20, 21.99.00, and 22.99.00;
III - in Annex 5 - Element Code:
a) alteration of the description of domain 4;
b) inclusion of the domains: 5, 6, 7, and 8;
IV - inclusion of Annexes 6 - Information on whether the limit was sent, 7 - Type of Related Party, and 8 - Indicator of Submission to the Limit.
Art. 4th. This Instruction Normative enters into force on the date of its publication.

The Individual Operational Limits Statement – DLI, document code 2062, whose normative basis is BCB Resolution No. 69, of February 10, 2021, reflects the prudential regulation provided for in several resolutions issued by the National Monetary Council – CMN and the Central Bank of Brazil – BCB, with Central Bank of Brazil Instruction Normative No. 85, of March 10, 2021, aiming to present, in a synthetic manner, the procedures for sending information regarding the breakdowns of the individual limits monitored by the BCB, as of the data base of their calculation.
On July 24, 2025, CMN Resolution No. 5,237 was published, which provides for the organization and functioning of credit, financing, and investment societies. This Resolution also establishes minimum limits for paid-up social capital and net worth. In light of this, it was necessary to define a group of accounts in the DLI so that credit, financing, and investment societies can report their paid-up social capital and net worth values. Additionally, information related to related parties is being altered, which will allow for better monitoring of institutions.
The changes contained in this Instruction Normative aim to:
I - redefine in the Filling Instructions and the DLI Layout new groups of accounts, so that credit, financing, and investment societies – SCFI can send information regarding their:
a) paid-up social capital; and
b) net worth.
II – alter the presentation method of related party limits, improving the informational set, allowing for the monitoring of exposures of each related party.
Decree No. 10,411, of June 30, 2020, regulates the conduct of regulatory impact analysis (AIR) as a prerequisite for the issuance of normative acts of general interest to economic agents. However, in its Article 4th, the aforementioned decree establishes the hypotheses for dispensing with the conduct of AIR. This BCB IN falls under the hypotheses provided for in item II and letter “b” of item V, namely: II - normative act intended to discipline rights or obligations defined in a hierarchically superior norm that does not allow, technically or legally, different regulatory alternatives; and V - normative act intended to preserve liquidity, solvency, or soundness: b) of the financial, capital, and foreign exchange markets.
As clarified in paragraphs 2 and 3, the changes now proposed aim to monitor new limits created by CMN Resolution No. 5,237, of July 24, 2025, and improve the quality of captured information, allowing for a more accurate analysis of them, which results in better monitoring of the institutions that must provide such information, thus justifying the classification of this BCB IN under the hypothesis of dispensation reported in the previous paragraph.
Thus, based on the provisions of paragraphs 4 and 5, I understand that the issuance of this BCB IN is exempt from the conduct of AIR.
