The Central Bank of Jordan mandates that licensed banks must accept the Syrian Community Service Card (Circular No. 708/4/2/10) as the official document for verifying the identity of Syrian residents who arrived in the Kingdom on or after March 15, 2011. Banks are required to obtain this card from such clients for all existing and new banking services; if the card is not presented, services must be withheld, and clients must be directed to security centers to obtain it. This requirement does not apply retroactively to transactions or services provided before the circular's issuance date.

Circular to Licensed Banks
In response to inquiries received from many banks regarding our Circular No. (708/4/2/10) dated 21/1/2013 concerning the Service Card for the Syrian Community, we inform you as follows:
The aforementioned card, referred to in our circular above, has become since the date of the circular an officially approved document for identifying Syrian visitors residing in the Kingdom, effective from March 15, 2011. Banks are required to adopt it for transactions and service provision, in addition to any other documents approved by banks according to their policies. However, for Syrians residing in the Kingdom before March 15, 2011, banks must obtain the necessary documents from them (as with any other client) in accordance with the requirements of the prevailing Anti-Money Laundering and Counter-Terrorist Financing regulations.
The objective of our aforementioned circular and its attachments is to ensure that the bank verifies the customer's identity using the aforementioned card, mandatory as of the date of the circular, for Syrian customers residing in the Kingdom from March 15, 2011, whether when the customer visits the bank to obtain services regarding their existing accounts and facilities or to obtain new services. The term "services" refers to all banking services provided by the bank to the customer. In the event that the aforementioned card is not available, the bank must refrain from providing services and inform the customer of the necessity to visit security centers to obtain it.
Regarding the termination of previous banking relationships prior to the date of the circular in cases where the customer fails to present the card, the circular does not legally apply retroactively and does not affect transactions or services provided before the date of the circular.
