CIEX No. 26/2020: Modification of Requirements and Conditions for Cash-Out Operations of Electronic Payment Instruments in Affiliated Merchants via POS Terminals

The Central Bank of Bolivia establishes the requirements and conditions for cash-out operations of Electronic Payment Instruments (EPIs) in affiliated merchants, replacing Circular Externa CIEX No. 63/2019. The maximum amount permitted per transaction is set at Bs 300, with no fees charged to the user and no tax obligations generated for the client or merchant. The service is optional and available at specific commercial establishments, including supermarkets, large stores, pharmacies, gas stations, hotels, and restaurants. Card issuers and electronic card administrators must adapt their systems and POS configurations by December 31, 2020, and ensure compliance with ASFI regulations regarding data access and security.
