TO: MONEY TRANSFER AND REMITTANCE COMPANIES WITH AN OPERATING LICENSE GRANTED BY THE SUPERVISORY AUTHORITY OF THE FINANCIAL SYSTEM (ASFI) SUBJECT: PARTICIPATION IN THE INTEGRATED PAYMENT CLEARING SYSTEM (LIP)

Ladies and Gentlemen:

The Central Bank of Bolivia (BCB) announces that, under Article 17 of the Regulations of the Integrated Payment Clearing System (LIP), approved by Board Resolution No. 171/2017 of November 28, 2017, Money Transfer and Remittance Companies with an Operating License granted by the Supervisory Authority of the Financial System (ASFI) may participate in the LIP System on a voluntary basis.

To this end, the aforementioned companies must submit a written request to the General Management of the BCB to subscribe to the "Account Opening and Financial Services Contract," attaching the following documentation:

1) Legalized photocopy of the Public Deed of Incorporation of the Company;

2) Legalized photocopy of the Administrative Resolution granting the Operating License issued by the ASFI;

3) Legalized photocopy of the Operating License granted by the ASFI;

4) Original updated Certificate of Commercial Registration granted by the Concessionaire of the Commercial Registry of Bolivia (FUNDEMPRESA);

5) Legalized photocopy of the Company's Bylaws, if applicable;

6) Legalized photocopy of the Notarized Power of Attorney for legal representation of the person(s) who will sign the Contract;

7) Simple photocopy/copies of the Identity Card(s) of the legal representative(s) of the company;

8) Simple photocopy of the Certificate of Registration in the National Taxpayer Registry (NIT).

Regarding this, the Notarized Power of Attorney requested in item 6) must contain, in a textual and non-limiting manner, the following wording:

(NAME OF THE ENTITY) grants special power to (NAME OF LEGAL REPRESENTATIVE/S) to perform the following acts in their name and representation:

1) Sign, modify, resolve, and/or rescind any type of Contract or document with the Central Bank of Bolivia (BCB) to operate in the Integrated Payment Clearing System.
2) Authorize the BCB to perform debits from the clearing accounts enabled at the Issuer Entity, to operationalize the management of their accounts at the BCB.
3) Authorize the BCB to collect commissions and fines according to the BCB's "Commission Table for Services" and "Fine Table," respectively.
4) Authorize the BCB to perform fund transfers, including automatic credits and debits from their various accounts at the BCB, in order to operationalize the Integrated Payment Clearing System, as well as for the management of the aforementioned accounts.
5) Accredited to the BCB the authorized signatures for the management of their accounts and any act derived from the contractual relationship with the BCB.
6) Establish and delegate the establishment of guarantees in the name of (NAME OF THE ENTITY) on cash, fixed-income securities, and/or any other financial document deposited in their name in their clearing and guarantee accounts.
7) Generate the digital signature to be used in any electronically signed document in the Integrated Payment Clearing System.
8) Deliver and/or receive self-signed digital certificates and/or digital certificates issued by the corresponding Certification Entity.
9) Sign minutes of exchange and/or presentation of digital certificates.

Furthermore, in accordance with Article 165 of the Commercial Code, the Notarized Power of Attorney submitted to the BCB by Money Transfer and Remittance Companies for the subscription of the "Account Opening and Financial Services Contract" must be registered with FUNDEMPRESA.
