CIRCULAR BCL 2004/185
Foreign Direct Investment Surveys
Ladies and Gentlemen,
Pursuant to the provisions of the sole article of the law of 28 June 2000 amending the Grand-Ducal Regulation of 10 November 1944 as amended on foreign exchange controls, the Central Bank of Luxembourg (BCL) and the Central Service for Statistics and Economic Studies (STATEC) are jointly responsible for establishing the balance of payments and the global external position of Luxembourg. Paragraph 1 of the sole article of the aforementioned law indicates, among other things, that STATEC is responsible for surveys on foreign direct investment. Within the framework of the collaboration between these two institutions, the BCL is responsible for statistical data collection from credit institutions and the Post and Telecommunications Company.
2
The surveys on foreign direct investment concern all direct investment relations that the respondents have established in their capacity as subsidiaries, affiliated companies or branches of a non-resident investor or with their own subsidiaries, affiliated companies or branches established abroad.
The attached questionnaires are almost identical to those sent to you last year and they incorporate the fundamental elements of the surveys previously conducted by the Belgian-Luxembourg Exchange Institute (IBLC). The explanatory notes, annexed to this circular, set out the practical arrangements for completing the questionnaires and contain a description of the required elements. A model of each questionnaire is attached to this circular. A German version of the questionnaires is also available upon request. In the event of discrepancies between the French and German texts, the French version shall prevail. Copies in electronic format can be obtained upon express request to the BCL.
The completed questionnaires must be sent by post to the following address before 30 June 2004:
