The National Banking and Securities Commission modifies Circular 1362 to implement the Addendum to the Additional Benefits Agreement for the Credit Support Program for States and Municipalities. The changes introduce new provisions allowing states and municipalities to substitute their creditors through legal subrogation and permit financial institutions to receive UDIS equivalents for early repayment of restructured loans. It also mandates that restructured credits be registered in the Federal and Municipal Obligations and Bond Registry and specifies that principal and interest payments for restructured credits must be made in equal UDIS installments using the annuity method.
