Circular 16/2023 — Modifications to Circular 3/2012 (Forward-Compounded Interbank Equilibrium Rate for National Currency at 28, 91, and 182 Days)

The Bank of Mexico amends Circular 3/2012 to introduce the Forward-Compounded Interbank Equilibrium Rate for National Currency (TIIE de Fondeo Compuesta por Adelantado) at tenors of 28, 91, and 182 days as a reference rate for institutions. The regulation mandates the daily publication of this rate starting the next banking day, defines its calculation methodology based on compounded previous TIIE rates, and establishes procedures for its cessation and substitution. These modifications apply to credit institutions, regulated multiple-object financial societies with equity links to credit institutions, and the National Financial Development Agency for Agriculture, Rural, Forestry and Fisheries.
