The Central Bank of Libya mandates that licensed exchange companies may execute direct foreign remittances for companies and small traders, subject to a single transaction limit of $100,000 and an annual commercial limit of $300,000 per company. The instructions impose strict compliance requirements, including independent compliance functions, enhanced due diligence, and mandatory reporting of suspicious transactions to the Libyan Financial Intelligence Unit. Commercial banks are obligated to verify the legality of funds, maintain sufficient foreign currency reserves in exchange company accounts, and enforce sanctions screening before executing SWIFT transfers.
