The Bank of Mexico amends the Interbank Electronic Payments System (SPEI) Rules to mandate a standardized user experience for electronic fund transfers via mobile devices. Participants and indirect participants must comply with the new definition of "Guides" and adhere to the user experience specifications outlined in those Guides for all mobile-based transfer requests, including CoDi orders and third-party transfers. Compliance with these modifications is required by December 14, 2026, following the circular's entry into force on the next banking day after publication.

CIRCULAR 9/2026 TO THE PARTICIPANTS OF THE INTERBANK ELECTRONIC PAYMENTS SYSTEM AND OTHER INTERESTED PARTIES ACTING IN SUCH CAPACITY:

SUBJECT: MODIFICATIONS TO CIRCULAR 14/2017 (STANDARDIZATION OF THE USER EXPERIENCE IN ELECTRONIC FUND TRANSFERS THROUGH MOBILE DEVICES)

The Bank of Mexico, with the purpose of promoting the sound development of the financial system, fostering the proper functioning of payment systems, as well as protecting the interests of the public, has resolved to update the internal rules applicable to the instruction of electronic fund transfers processed through the Interbank Electronic Payments System (SPEI), to foster a standardized user experience that allows the public to send transfers in an intuitive, easy, and fast manner through their mobile devices.

For the above, based on articles 28, paragraphs seventh and eighth, of the Political Constitution of the United Mexican States; 2, sections I, IV and VIII, and 6 of the Payment Systems Law; 22 of the Law for Transparency and Ordering of Financial Services; 1, 4, first paragraph, 8, paragraphs fourth and eighth, 10, first paragraph, 12 Bis, first paragraph, in relation to 20 Quáter, section IV, and 14 Bis, in relation to 17, section I, of the Internal Regulations of the Bank of Mexico, which grant it the authority to issue provisions through the General Directorate of Payment Systems and Market Infrastructures and the General Legal Directorate, respectively, as well as Second, sections X and XVII, of the Agreement on the Assignment of Administrative Units of the Bank of Mexico, it has resolved to modify the 7th., first paragraph, 9th Bis., section III, subsection a), first paragraph, 9th Bis 10., section I, 10th., section II, 98th., first paragraph, as well as add the definition XXVII Quáter "Guides" to the 2nd., renumbering the current sections XXVII Quáter and XXVII Quinquies to be sections XXVII Quinquies and XXVII Sexies, respectively, of the aforementioned 2nd., the second paragraph to the 7th., the second paragraph to the 10th., renumbering the current second, third and fourth paragraphs to be third, fourth and fifth, respectively, and section V to the 71st., of the "Rules of the Interbank Electronic Payments System", contained in Circular 14/2017, as they have been reformed, to remain in the following terms:

RULES OF THE INTERBANK ELECTRONIC PAYMENTS SYSTEM

"2nd. Definitions.- For the purposes of these Rules, without prejudice to the scope or definitions that any other regulation gives to the terms indicated below, the following shall be understood:

Guides: the "Guides for the standardization of the user experience in electronic fund transfers through mobile devices" in force, published by the Administrator on its Internet page, which, based on the principles of usability, communication and standardization, have the object of establishing the necessary technical specifications for the interaction and homogeneous navigation flow in the various software programs used for the Submission Requests presented through mobile devices.

"7th. Operational Process.- The operational process of transfers of amounts denominated in national currency between Customer Accounts through SPEI shall be carried out based on Third-Party Transfer Orders, in accordance with Chapter III of these Rules, the user experience specifications established in the Guides for Submission Requests presented through mobile devices, as well as sections 4 and 5 of the Manual, in the following steps:

The Administrator shall publish and maintain the Guides on its Internet site, indicating the date of publication, the version number, as well as the date from which the version in question shall enter into force. In case of modifications to the Guides, the Administrator shall communicate them to the Participants with due advance notice, in accordance with what is established in the 98th of these Rules, and shall maintain the previous versions published on the aforementioned Internet site, indicating their period of validity."

a) Carry out the processing of the Charge Messages, as well as the CoDi Transfer Orders and, if applicable, the electronic fund transfers between Customer Accounts opened with the same Participant or between Indirect Customer Accounts opened with the Indirect Participants to whom the same Participant provides Indirect Participation Services or between Customer Accounts opened with the Participant in question and Indirect Customer Accounts of Indirect Participants to whom that Participant provides Indirect Participation Services, in accordance with what is established to that effect in the user experience specifications established in the Guides for Submission Requests presented through mobile devices, and what is provided in these Rules, as well as maintain, with the technical characteristics established for this purpose in Appendix AD of the Manual, the software programs that are made available to the holders of the respective Customer Accounts opened with said Participants, for the performance of those financial and payment operations, as well as other acts related thereto, that they agree upon, through which said holders can execute the corresponding actions for the Charge Messages they receive.

"9th Bis 10. Transfer Instructions.- …

They shall be issued in accordance with the transfer instruction forms that the Indirect Participants make available to their Indirect Sender Clients, which comply with the user experience specifications established in the Guides for Submission Requests presented through mobile devices, and contain the fields indicated below, and these have been duly filled in by the respective Indirect Sender Client, as a necessary condition to be able to process said instructions:

Sending of digital communications to the Administrator.- The communications referred to in the 7th., 15th., 37th., 40th., 46th., 46th Bis., 53rd., 54th., 55th., 57th., 58th Bis., 59th Bis., 60th., 66th., 69th., 70th., 72nd., 73rd., 74th., 78th., 95th., and Annex I of these Rules shall be sent by the Participants via email to the Payment Systems Service Center in accordance with what is established in section 5 of the Manual.

TRANSITORY PROVISIONS

FIRST.- This Circular shall enter into force on the Banking Business Day following its publication in the Official Gazette of the Federation, without prejudice to what is established in the following transitory provision.

SECOND.- Participants, as well as Indirect Participants with whom they have a contractual relationship, shall have until December 14, 2026, to comply with what is provided in this Circular and the Guides.
