Rule · NBB · 24 Jul 2000
The Belgian Banking and Financial Commission informs stockbroking companies of modifications to the December 5, 1995 regulations on own funds to align with European directives 98/31/EC, 98/32/EC, and 98/33/EC. Key changes include applying a 50% risk weight to mortgage-backed securities and specific commercial mortgages, requiring market-value-based replacement cost calculations for derivatives, and introducing specific regimes for real estate bonds and base metals. The circular also details the removal of the 2% exemption threshold for exchange rate risk coverage by 2005, the introduction of a de minimis regime, and the elimination of concentration risk limits for linked enterprises under consolidated supervision. These measures are intended to prepare firms for the definitive entry into force of the new solvency rules on July 21, 2000.
