Financial entities authorized to operate in foreign exchange and foreign exchange brokers must require importers to deposit Argentine pesos equivalent to import duties based on total FOB value in the S.D.N.I. to withdraw the Certificate of Sworn Declaration of Import Needs. These deposits must be registered in "Other Deposits" accounts with a 100% minimum cash reserve, and entities may not grant credits to finance them. Deposits are non-transferable, issued in triplicate records, and automatically released after 90 days, unless the Application Authority denies the certificate. Imports under Law 19.640 and Decrees 732/72 and 6,099/72 are exempt, as are Certificates of Sworn Declaration of Import Needs issued before January 2, 1984.
