COMMUNICATION "A" 248 12/11/82
TO AUTHORIZED FINANCIAL ENTITIES OPERATING IN EXCHANGE, EXCHANGE HOUSES, AND EXCHANGE BROKERS:
Ref.: Circular FOREIGN EXCHANGE OPERATIONS AND MOVEMENT OF FUNDS AND SECURITIES WITH THE ABROAD - CAMEX - 1 - 43.
We address you with reference to the requests submitted and to be submitted to this Institution related to inquiries or payments abroad by the private sector, concerning operations of a financial nature (excluding those corresponding to imports).
In view of the number of requests pending resolution for reasons that are public knowledge and which determined their approval was postponed by the Central Bank, and taking into account that through successive communications the direct execution of a set of foreign exchange operations has been enabled, it has been decided to update and perfect the supply of information in order to allow the total normalization of dispatch in the shortest possible time.
To this end, entities must submit for each request currently pending resolution a Form 4008 G, which requires, as absolutely indispensable, to be correct and fully integrated and coded, adjusted to the concept, country, and currency codes provided in Communication "A" 21 - REFEX - 1 of 22.4.81 and complementarily attached in an annex, prepared with the purpose of covering such needs. Additionally, a photocopy of the request currently pending resolution must be attached.
The following are excluded from the obligation to submit anew:
Requests whose respective payments were processed, after being entered into the Central Bank, directly by authorized entities in accordance with powers granted by this Institution, thereby rendering those submissions null and void.
Requests for which applications for authorization to enter into exchange insurance contracts (Communication "A" 137 and complementary) are currently being processed.
Form 3687 for the subscription of External Bonds of the Argentine Republic.
Form 4008 F for the formalization of external credits.
Form 4008 A for inquiry, which are not linked to a request, specifically, for the sale of foreign exchange.
2 -
Form 4008 G must be delivered at this Bank during regular hours and in the usual manner, by November 30, 1982.
Starting from November 16, 1982, any request from the private sector corresponding to be inquired about by this Bank, for the concepts listed, must be submitted in Form 4008 G. Forms 4008 A, 3687, and 4008 F are maintained for the situations mentioned in point 1, while the use of Form 4008 D is rendered void.
Defects in integration or coding will determine non-registration through the computerized system and consequent return, with this Institution disclaiming responsibility for any damages this may cause to the applicants.
From this date, no requests that do not comply with the prescribed regime will be accepted under any circumstances.
We salute you very attentively.
