To all credit institutions
Madam, Sir,
We have the honor to refer respectfully to circulars BCL 2002/170, BCL 2002/174 and BCL 2002/175 regarding the modification of statistical collection as well as to circular BCL 2003/181 regarding the modification of the mandatory reserve system to inform you, by this letter, of the publication of the calendar for the submission of statistical reporting as well as the start and end dates of the mandatory reserve maintenance periods related thereto for the year 2009.
We wish to recall that the Central Bank of Luxembourg (BCL) must transmit monthly statistical data to the European Central Bank (ECB) within deadlines of 15 and 19 business days following the period to which they relate. Furthermore, the BCL must submit quarterly data to the ECB within a deadline of 25 business days following the period to which they relate.
To meet these ECB requirements, the BCL has set the following submission deadlines for statistical reporting:

These submission deadlines give rise, each year, to the establishment and publication by the BCL of a detailed calendar for the submission of statistical reporting for the coming year.
In this context, we wish to emphasize that it is essential that declarants strictly respect the various submission deadlines defined in the statistical reporting submission calendar so that the Central Bank of Luxembourg is able to respect its commitments within the framework of the European System of Central Banks (ESCB). Furthermore, we wish to draw your attention to the European Central Bank Communication 2004/C195/10 1 regarding the application of sanctions for infringements of statistical reporting obligations relating to the balance sheet of monetary financial institutions.

The maintenance period begins on the settlement day of the main refinancing operation that follows the Governing Council meeting at which the monthly assessment of the monetary policy orientation is on the agenda.
In this context, we wish to recall that, in accordance with the terms of circular 2003/181 regarding the modification of the mandatory reserve system, the net amount to be deposited is definitively determined before the start of the maintenance period and therefore can no longer be modified after the start of the maintenance period.
