Rule · BCL · 28 May 2010 · Lettre circulaire C2.10-0538
The Banque Centrale du Luxembourg corrects erroneous labels and instructions for items 1-Y20 and 1-Z20 in the preliminary definitions for statistical reporting, requiring credit institutions and software providers to adjust their systems despite the late timing before the July 2010 data submission. The circular also updates verification rules for reporting forms S 1.1, S 1.4, and S 2.5, specifically allowing negative amounts in certain line items and removing inappropriate cross-line checks.

Dear Sirs, Madams,
We refer to the reporting instructions for the following reports which will enter into force in June 2010:
1 Definitions and concepts for the statistical reporting of credit institutions 2 S 1.1 "Monthly statistical balance sheet of credit institutions" 3 S 1.4 "Information on valuation effects on the balance sheet of credit institutions" 4 S 2.5 "Quarterly statistical balance sheet of credit institutions"
In this context, we wish to draw your attention to the following changes.
1 Preliminary definitions and concepts for the statistical reporting of credit institutions
Following an error, for which the BCL is responsible, items 1-Y20 and 1-Z20 have incorrect labels and the associated instructions are also incorrect. This error has been rectified, and we ask you to adjust your reporting software and procedures, fully aware that these changes occur very late and can hardly be implemented before the submission of the first data in July 2010 (June 2010 data). In this context, it goes without saying that we ask you to integrate these changes as soon as you are able to do so.
2 S 1.1 "Monthly statistical balance sheet of credit institutions"
The S 1.1 report has been adjusted to take into account the modification described in point 1 above.
Furthermore, the verification rules have been adjusted to allow negative amounts in item 2-070.
3 S 1.4 "Information on valuation effects on the balance sheet of credit institutions"
The verification rules have been adjusted to remove the checks between lines 1-027 and 1-020 which are inappropriate.
4 S 2.5 "Quarterly statistical balance sheet of credit institutions"
The verification rules have been adjusted to allow negative amounts in items 1-089, 2-070 and 2-119.
Please accept, Sirs, Madams, the assurance of our perfect consideration.
