The Central Bank of Egypt amends the controls for commercial registry and notarization services provided through bank branches, effective from the date of the circular. The amendment modifies the first paragraph of the first item of the circular dated June 20, 2021, by removing the requirement for prior approval from the Central Bank for banks wishing to provide these services through their branches. Consequently, banks are now permitted to provide commercial registry services to all customers, while restricting notarization services exclusively to the bank's own customers. All other provisions of the instructions not mentioned in this amendment remain in force.

To the Executive President / Mr. Elsayed
Bank
With best regards,
With reference to the Circular Letter dated July 6, 2021, regarding "Controls for Providing Commercial Registry and Notarization Services Through Banks," and within the framework of the Central Bank's commitment to facilitating commercial registry and notarization operations through banks, the Central Bank has decided to empower customers to complete all transactions in one place, similar to commercial registry services.
At its meeting held on September 23, 2026, the Central Bank's Board of Directors decided to amend the controls for providing commercial registry and notarization services through bank branches, as issued by the Central Bank's Board of Directors in its session held on June 20, 2021, as follows:
Regarding the first paragraph of the first item, the controls for commercial registry and notarization services through bank branches shall be amended as follows:
Banks that are registered with the Central Bank and are permitted to provide commercial registry and notarization services through them shall provide commercial registry services to all customers, while restricting the provision of notarization services exclusively to the bank's customers. Banks that wish to provide services through their branches must obtain prior approval from the Central Bank, as specified by the bank.
With this amendment, the rest of the instruction provisions not mentioned above remain in force.
Please be advised of the necessary actions in this regard, effective from this date.
With highest regards and acceptance,
Tarek Elkholy
