Circular Letter No. 02: Formulation of Bangladesh Bank Agricultural Development Common Fund (BBADCF)

This circular amends previous instructions regarding the Bangladesh Bank Agricultural Development Common Fund (BBADCF) to ensure scheduled banks meet their annual agricultural and fisheries loan distribution targets. Banks failing to meet targets must deposit the shortfall into the fund within three months of the fiscal year's end, while unacceptable loan portions must be deposited immediately. Funds deposited earn 4% interest for up to 18 months and can be re-lent to customers at 10% interest through the bank's own network, with a maximum single borrower limit of 500,000 BDT. The principal and interest must be repaid to the fund within the specified term, and 1% of the interest earned on re-lent funds must be transferred to a Risk Reserve Fund.
