D E C I D E:
Article 1. The information to be registered in a registration and financial liquidation system for assets authorized by the Central Bank of Brazil regarding guarantees constituted on motor vehicles in credit operations, as well as regarding ownership of motor vehicles subject to leasing operations, in accordance with Circular No. 3,616 of November 30, 2012, must cover the following aspects concerning:
I - creditor or lessor: National Registry of Legal Entities (CNPJ) registration number;
II - vehicle seller: Individual Taxpayer Registry (CPF) or National Registry of Legal Entities (CNPJ) registration number;
III - financed party or lessee: Individual Taxpayer Registry (CPF) or National Registry of Legal Entities (CNPJ) registration number;
IV - vehicle:
a) chassis number and identification of any reassignment;
b) license plate and current federation unit (used vehicle);
c) federation unit of licensing for the encumbrance registration (new vehicle);
d) code in the National Registry of Motor Vehicles (Renavam);
e) year of manufacture; and
f) model year;
V - contract:
a) date of operation contracting;
b) contract code (operation number);
c) type of financial encumbrance;
d) annual interest rate;
e) contracted value;
f) due date of the first installment of the operation;
g) due date of the last installment of the operation;
h) date of fund disbursement; and
i) city and federation unit of fund disbursement.
§ 1. Information regarding guarantees constituted in credit operations refers exclusively to motor vehicles subject to purchase and sale financing.
§ 2. Information regarding the contract code, CPF, and CNPJ must be provided in accordance with the guidelines for the corresponding fields of the layout of document code 3040 - Credit Risk Data, according to the version available on the Central Bank of Brazil website, at the electronic address http://www.bcb.gov.br/?DOC3040.
§ 3. Registration of the information mentioned in item II of the main text may occur within thirty days after the registration of the other information, if not immediately available.
Article 2. This Circular Letter enters into force on the date of its publication.
