Circular Letter No. 3845 — Amends the Layout and Filling Instructions for Documents 3040, Credit Risk Data, and 3050, Aggregate Credit Statistics and Financial Leasing

The Head of the Statistics Department (Dstat), using the powers conferred by Articles 23, item I, letter “a”, and 103, item I, of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, and the Head of the Financial System Monitoring Department (Desig), using the powers conferred by Articles 23, item I, letter “a”, and 77, item III, of the said Regulations, and in view of the provisions of Circular No. 3,567, of December 12, 2011,

RESOLVE:

Art. 1. The new versions of the Layout and Filling Instructions for Document 3050 – Aggregate Credit Statistics and Financial Leasing, available on the Central Bank of Brazil’s website at the electronic address http://www.bcb.gov.br/?DOC3050, and, from the reference date of January/2018, the new versions of the Layout and Filling Instructions for Document 3040 - Credit Risk Data, available on the Central Bank of Brazil’s website at the electronic address http://www.bcb.gov.br/?DOC3040, shall enter into force, starting from the reference date of January 5, 2018, with information relating to the days January 2 to 5, 2018.

Art. 2. The new versions include the following modifications made to the Layout of Document 3050:

I - in the TXB Layout, information on credit modalities with resources directed to the segments of legal entities and individuals “Rural credit with market rates”, “Rural credit with regulated rates”, “Real estate financing with market rates”, “Working capital with BNDES resources”, “Investment financing with BNDES resources”, “Agro-industrial financing with BNDES resources” and “Other directed credits” shall also be reported in the post-fixed charge referenced in floating interest rates;

II - in the TXB Layout, information on credit modalities with resources directed to the segments of legal entities and individuals “Rural credit with market rates”, “Rural credit with regulated rates”, “Working capital with BNDES resources”, “Investment financing with BNDES resources”, “Agro-industrial financing with BNDES resources” and “Other directed credits” shall also be reported in the post-fixed charge referenced in the Long-Term Interest Rate (TLP);

Sole Paragraph. The other procedural modifications, which do not imply changes to the layout, are described in the filling instructions for the said document and can be consulted in the “History of revisions”.

Art. 3. The new versions include the following modification made to the Layout of Document 3040: in Annex 5 - “Reference Rate or Indexer”, the inclusion, in domain 2, of subdomain 4, with the description “TLP”.

Art. 4. The updated version of the filling instructions, as well as the layouts of documents with codes 3040 and 3050, as provided for in this Circular Letter, will be available on the Central Bank’s website at the electronic addresses http://www.bcb.gov.br/?DOC3040 and http://www.bcb.gov.br/?DOC3050, respectively, starting from November 28, 2017.

Art. 5. This Circular Letter enters into force on the date of its publication.
