Financial institutions must update Document 3050 reporting for debt renegotiations and compositions effective July 3, 2020. For corporate renegotiations, only active portfolio balances, delinquency levels, average terms, and contract counts are updated; original operations are removed if a new modality is created. In personal debt compositions, original balances are removed and recorded in the new personal credit contract, which serves as the calculation base. For personal renegotiations, only portfolio balances, delinquency levels, average terms, and contract counts are updated.
The Head of the Statistics Department (Dstat), using the powers granted by Article 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, and the Head of the Financial System Monitoring Department (Desig), using the powers granted by Articles 23, item I, letter “a”, and 77, item III, of the aforementioned Regulations, and in view of the provisions of Circular Letter No. 3,870, of December 19, 2017,
RESOLVE:
Article 1. A new version of the Filling Instructions for Document 3050 - Aggregated Credit and Financial Leasing Statistics, available on the Central Bank of Brazil's website at the electronic address https://www.bcb.gov.br/estabilidadefinanceira/scrdoc3050, shall enter into force, effective from the data base of July 3, 2020, with information relating to the period from June 29 to July 3, 2020.
Article 2. The new version of the Filling Instructions for Document 3050 includes modifications to procedures in item 6.6 - Renegotiation and composition of debts, sub-items I, II, and III, as described in the filling instructions for the aforementioned document and which can be consulted in the "History of revisions". The three items shall henceforth read as follows:
“I. In debt renegotiations in the corporate segment, only the information relating to the balance of the active portfolio, balance of the active portfolio by delinquency levels, average term of the active portfolio in normal course, and number of contracts by delinquency levels must be updated with the data of the renegotiated operations. If a new operation in another modality is created as a result of renegotiation, the data of the original operations must be removed from the previous modality, and the information of the renegotiated operation must be recorded in the new modality. In any case, if additional values are granted to the balances of pre-existing operations (“troco”), only these values must constitute the calculation base for the grants, average rates, average term to maturity of the grants, and number of new contracts;”
“II. In the composition of debts of different modalities in the personal segment, with the execution of a new personal credit contract, the balance of the operations that are the subject of the composition must be removed from the original modalities and recorded in the modality personal credit not consigned linked to the composition of debts. The new contract must constitute the calculation base for all information requested in item 2 of this manual;”
“III. In debt renegotiations of the same credit modality in the personal segment, as well as in operations acquired from other financial institutions using the credit portability resource (without prejudice to the instructions contained in item 6.7 of this manual), only the information relating to the balance of the active portfolio, balance of the active portfolio by delinquency levels, average term of the active portfolio in normal course, and number of contracts by delinquency levels must be updated with the data of the renegotiation. If additional values are granted to the balances of pre-existing operations (“troco”), only these values must constitute the calculation base for the grants, average rates, average term to maturity of the grants, and number of new contracts.
