Ref.: ST.11-1959 Luxembourg, December 16, 2011 To all credit institutions Subject: Ad-hoc Inquiry on Securities Holdings for Non-Resident Third Parties
Dear Madam, Dear Sir,
During November 2011, the Governing Council of the European Central Bank held an in-depth exchange of views regarding the appropriateness of collecting, through national central banks, securities holdings (debt and equity) held by depositary banks on behalf of non-resident clients.
The introduction of such collection in Luxembourg implies that all resident credit institutions in Luxembourg would be required to report all securities positions held on behalf of non-resident clients on a monthly basis and on a security-by-security basis.
In this context, the Governing Council decided to conduct, beforehand, an inquiry with all resident depositaries in the euro area to determine whether such collection is relevant from a statistical perspective. The results collected in this preliminary inquiry will therefore allow an assessment of whether the information collected is of a nature to justify the implementation of a new statistical collection on securities holdings. Thus, the exploitation of the information received as part of the ad-hoc inquiry will serve as the basis for the final decision regarding the introduction or not of this new collection on a regular basis.

Accordingly, the BCL has decided to solicit all resident credit institutions to participate in this inquiry in order to obtain quality information for a decision on this matter.
We particularly draw the attention of the reporters to the following points:
The securities positions to be reported by the reporters refer to the accounting situation at the end of December 2011. Only securities identified by an ISIN code need to be provided.
Reporters must report debt and equity securities held on behalf of non-resident clients. Non-resident clients must be identified with the country code of their country of residence and the BCL sector code used in the context of statistical reporting.
The definitions to be applied are those in force for the collection “Security-by-security reporting by credit institutions / Information on assets held on behalf of third parties – BOB”.
Reporters may report, at their choice:
4.1 aggregated information (totals by instrument type, client country code, client sector code, issuer country code, reported amount)
4.2 individual information (securities identified by an ISIN code on a security-by-security basis, defining the client by their country code and sector code).
The BCL makes available, on its website, an Excel file containing the templates to be used for the compilation and transmission of this data.
The information thus recorded must be saved and transmitted to the BCL either:
5.1 via CD-ROM
5.2 via email using the electronic transmission provided by Sofie (OTX channel) or E-file (Miscellaneous Correspondence).
It is imperative to respect the file name structure (OTXREPB0nnn-TPTBOB_NR_20111231_B0nnn_20120130_001.xls where nnn corresponds to the CSSF number of the reporting credit institution).

Finally, we ask you to return the duly completed files to us by February 29, 2012 at the latest and/or, if applicable, to inform the BCL by letter if your credit institution has no positions to report.
The CD-ROMs are to be sent to the following address:
