Dear Director,
We have the honor to refer to Regulation 2011/9 of July 4, 2011, concerning the collection of data on instruments and payment transactions, which has been in place since January 2012.
To satisfy the statistical requirements of the European Central Bank (ECB), the collection of additional data beyond the existing Payment Data Collection (CDDP) is necessary. This concerns in particular data whose collection was announced in 2011 upon the publication of Regulation 2011/9 but which could not be introduced at that time because the statistical framework for this data was not known (e.g., SEPA direct debits).
Furthermore, certain improvements have been made to the statistical framework relating to the present Regulation 2011/9.
The documents relating to Regulation 2011/9 of July 4, 2011, are available on the website of the Central Bank (www.bcl.lu) under: Publications/Regulations of the Central Bank of Luxembourg
These documents are as follows:
o Annex 1: “Guidance note on the transmission of payment data” o Annex 2: XML schema, codes and labels, file name nomenclature o Frequently Asked Questions (FAQ) o Verification rules for reports V

Data collection in accordance with the new format (“layout 1”) will begin in January 2014. The first transmission of statistical data relating to the period of January 2014 must be submitted by February 14, 2014, at the latest.
The testing phase will extend from November 1, 2013, to January 31, 2014. During this period, your institution may test the sending of data files using the usual transmission channels, Sofie or Finesti, in ‘test’ mode.
