The National Bank of Belgium modifies Schema A, Book I reporting for credit institutions by maintaining the mandatory gearing ratio reporting until a European leverage ratio is established, requiring quarterly submissions on both solo and consolidated bases starting with accounts closed on 31 March 2014. The regulator exercises its option under Article 430 of the CRR to allow credit institutions to report leverage ratio data using end-of-quarter figures rather than arithmetic averages. Additionally, Table 43.80 regarding the distribution of assets and liabilities by country, previously included in Schema A, Book II (Finrep), is now incorporated into Schema A, Book I.

Modification of Schema A, Book I
Scope
Credit institutions.
Summary/Objectives
This circular concerns a modification of Schema A, Book I regarding the general solvency ratio.
Madam, Sir,
By this circular, we inform you of three changes regarding reporting. These are of a technical nature and of minor scope.
First, pending the introduction of a mandatory leverage ratio at the European level, the National Bank of Belgium (NBB) has decided to maintain the mandatory solvency ratio (gearing ratio). Consequently, based on Article 38 of the NBB draft regulation of 4 March 20141, it has been decided to maintain specific reporting to verify compliance with the obligations provided for in that article. This reporting is similar to the one currently in force via table 90.01 of Corep. It will be transmitted on both a solo and consolidated basis and with a quarterly frequency. The reporting deadline is set for the last working day of the month following the closing date. This reporting will enter into force for accounts closed on 31 March 2014. As an exception, the first report of data is set for 30 June 2014. The technical transmission methods are those applied for Schema A, Book I.
Furthermore, although the leverage ratio is not yet an obligation under the CRR, the European Union has decided to impose reporting on this matter on credit institutions (Article 430 of the CRR). In principle, the reported data should be an arithmetic average of the monthly data over the entire quarter. However, the competent authority may grant a derogation authorizing the use of the end-of-quarter figure. The NBB has decided to exercise this option (Article 37 of the NBB draft regulation of 4 March 2014).
