The National Bank of Belgium modifies the reporting scheme for credit institutions to accommodate Lithuania's entry into the euro area and to define the reporting treatment for the European Investment Bank (EIB). Reporting regarding the EIB must use country code '4C' and classify it as an 'other financial intermediary' in specific supplementary description tables and columns starting December 1, 2014. These new reporting modalities enter into force on January 1, 2015.

Scheme A, Book I
Scope
Credit institutions.
Summary/Objectives
This circular aims to modify Scheme A, Book I.
Madam, Sir,
We inform you by means of this circular that the National Bank of Belgium (NBB) has modified the reporting scheme concerning the periodic information regarding the financial situation of credit institutions to be communicated to the NBB.
Due to the entry of Lithuania into the European Monetary Union on 1 January 2015, the comments accompanying Scheme A, Book I must be somewhat modified (in bold in the text in the annex). The structure of the tables and the validation rules remain unchanged.
Furthermore, the NBB wishes to clarify the treatment of the European Investment Bank (EIB) in Scheme A, Book I. These new reporting modalities will enter into force on 1 January 2015.
From 1 December 2014, all positions vis-à-vis the counterparty European Investment Bank (EIB) must mention the country code '4C'. Although this institution is based in Luxembourg, it cannot be considered as a 'resident institution of Luxembourg' and must therefore be mentioned under the country code '4C' distinct. In doing so, the EIB is considered as an international organization established in the European Union (outside the Monetary Union), but not in a Member State of the European Union, thus forming a separate economic territory. This counterparty is considered until further notice as an 'other financial intermediary' and must therefore be mentioned in column 063 of the supplementary description tables 02.11, 02.12, 02.13, 02.22, 02.30, 03.41 and 03.49, as well as in column 069 of tables 4303 and 4333. In table 4380, the EIB must be mentioned in sections 115, 135, 155 and 605. In tables 00.10, 00.20 and 00.30, this counterparty appears in columns 022 or 032 ('Rest of the world').

We ask you to accept, Madam, Sir, the expression of our distinguished sentiments.
