The National Bank of Belgium requires Belgian insurance and reinsurance undertakings, groups, and third-country branches to submit regular supervisory reports, including quantitative templates and the Solvency and Financial Conditions Report, under the new Solvency II framework. The circular establishes specific submission deadlines for the final Solvency I reporting in 2015, the initial 'Day one' quantitative reporting in May and July 2016, and subsequent quarterly and annual quantitative reporting with phased reduction of submission periods from 2016 to 2020. It also clarifies that the regulator intends to grant no dispensations from regular supervisory reporting for most entities, maintaining full reporting obligations except for those subject to specific regimes under Articles 272 to 274 of the Law.

IV. The Bank's expectations regarding the transmission of information
These principles are supplemented by the transitional measures set out in Articles 659, 660 and 661 of the Law.
The chapters and articles of Regulation 2015/35 relevant to reporting and public information are as follows:
o Chapter XII: Information for the public (Articles 290 to 303)
Section I – Solvency and Financial Conditions Report (SFCR): structure and content
Section II – Solvency and Financial Conditions Report (SFCR): non-publication of information
Section III – publication and update modalities
o Chapter XIII: Regular communication of information for supervisory purposes (Articles 304 to 314)
Section I – Elements and content
Section II – Deadlines and means of communication
Circular – Page 4/13 NBB_2016_10 – 25 April 2016
o Annex XX
Note: The transmission deadlines for information during and after the transitional period are described in Article 312 of Regulation 2015/35 and the transitional information requirements in Article 314 for individual undertakings and in Article 375 for groups.
Furthermore, two implementing technical standards, Regulation 2015/2452 (SFCR) and Regulation 2015/2450 (RSR), have been developed by the European Insurance and Occupational Pensions Authority (EIOPA). They are directly applicable to undertakings and groups. Consequently, these obligations will not require transposition into Belgian law.
Regulation 2015/2450 (RSR) describes the content of reporting requirements to the supervisory authority, concerning both annual and quarterly quantitative reporting templates (QRT), to be submitted by individual undertakings, groups, and ring-fenced funds.
This Regulation includes in Annex I, the annual and quarterly quantitative reporting templates in Excel format; in Annexes II and III, explanations on the data to be provided cell by cell; in Annex IV, a categorization of assets; and in Annex V, the content of the CIC table (Complementary Identification Code).
Similarly, Regulation 2015/2452 (SFCR) includes in Annex I, the annual quantitative reporting templates in Excel format, and in Annexes II and III, explanations on the data to be provided cell by cell.
In addition to these implementing technical standards, circulars have been issued covering EIOPA guidelines on the following topics:
Regarding the statistical obligations to be fulfilled by insurance companies towards the ECB, these are set out in Regulation 1374/2014, which establishes the modalities for transmitting the required information and lists in its annexes the details of the information to be transmitted. This Regulation also describes the options according to which data collection can be organized by national central banks. The option chosen by the Bank is specified in this circular.
Likewise, the Bank may limit the regular communication of information required for supervisory purposes or exempt insurance or reinsurance undertakings from this information communication obligation item by item under the conditions set forth in Article 314 of the Law.
The Bank has already indicated to the sector its intention not to grant dispensations for the communication of information for supervisory purposes, as it wishes to obtain complete reporting from all supervised undertakings, with the exception of undertakings referred to in Articles 272 to 274 of the Law, which are subject to specific reporting.

During a period not exceeding four years from 1 January 2016, the maximum deadline within which insurance or reinsurance undertakings must provide the SFCR information is set at twenty weeks from the closing of the company's accounting year closed between 30 June 2016 and 1 January 2017. The “Regular Supervisory Reporting” (RSR)
The structure of the RSR is determined by Annex XX of Implementing Regulation 2015/35 and its content is detailed in Articles 304 to 314 of Implementing Regulation 2015/35.
The RSR must be submitted to the Bank at least every three years in its full version and in a summary version once a year.
Given that several sections of the RSR are currently the subject of document transmission via E-corporate in application of the Bank's circulars, particularly regarding governance, a subsequent circular will determine how certain information can be integrated into the RSR in the future. The transmission deadlines for the RSR are identical to those for annual quantitative reports.
