Circular No. 002-2016 on the Holding of Professional Cards within Central Structures of the UMOA Regional Financial Architecture

Regional Council for Public Savings and Financial Markets CIRCULAR NO. 002-2016 ON THE HOLDING OF PROFESSIONAL CARDS WITHIN CENTRAL STRUCTURES OF THE UMOA REGIONAL FINANCIAL ARCHITECTURE

The General Secretariat of the Regional Council for Public Savings and Financial Markets (CREPMF) reminds the Regional Stock Exchange (BRVM) and the Central Depository/Settlement Bank (DC/BR), hereinafter collectively referred to as "the Central Structures", that in accordance with the provisions of Articles 15, 65, 67 and 69 of their respective Specifications (Cahier des Charges), the exercise of the following functions is subject to holding professional cards:

1. Senior management, including the Chief Executive Officer (CEO), Deputy CEO and General Secretary;
2. The Head of Operations;
3. The Internal Controller;
4. Personnel assigned to the management of the information system.

The application file for the issuance of new professional cards, submitted to CREPMF by the Central Structures, must include, for each function subject to holding a professional card, the following elements:

• An updated Curriculum Vitae as of the application date;
• A Criminal Record Certificate dated less than three (3) months prior to the application date;
• A Professional Competence Certificate, containing the mandatory mentions prescribed by circular;
• Two recent passport-size photographs;
• A copy of the Minutes of the Appointing Body.

For the renewal of professional cards, the Central Structures must transmit to the Regional Council, no later than December 15 of the current year, the list of persons for whom they wish to renew professional cards.
