Circular No. 02 of 2019 Establishment of a National Quick Response Code Standard for Local Payments Addendum 2
The Central Bank of Sri Lanka issued Addendum 2 to Circular No. 02 of 2019 to regulate LANKAQR transaction fees and Merchant Discount Rates effective January 1, 2021. The directive caps convenience fees for government entity payments at Rs. 10.00 with a fixed distribution among stakeholders, while exempting religious donations from all charges. Additionally, the reduced 0.5% Merchant Discount Rate for LANKAQR transactions is extended through June 30, 2021.
