Selected consortium members may utilize credit within 60 days of the final selection assembly, with updates calculated over 30 days from selection knowledge. Administrators must notify members of unused credit availability on the first business day following the 60-day period and deposit updated credit values into specific linked bank accounts for financial application. If members decline acquisition, they must notify administrators in writing within 10 business days of the selection assembly, triggering the return of credit value plus net financial earnings. This Circular enters into force upon publication, replacing specified items of Ordinance No. 028 and various regulations annexed to Circulars No. 2.196, 2.394, 2.386, and 2.312.
