Rule · BCB · 28 Aug 1996 · Circular 2716
Consortium groups must ensure bidding contemplation occurs only after lottery contemplation or if resources are insufficient, with tie-breaking criteria defined in the adhesion contract. Advance payments require general assembly approval, and non-contemplated members paying in advance compete solely for lottery contemplation. Delivery and payment are prohibited before the contemplated member exercises their option right. Articles 1 and 2 apply to existing groups via general assembly decision. This Circular enters into force upon publication, replacing specific provisions in Circulars 2.196, 2.312, 2.386, 2.627, 2.641, and an unspecified Circular.
