The Governor of the Saudi Central Bank issued Circular No. 10/4/2018 to banks operating in the Kingdom, instructing them to implement Instructions Nos. 1, 2, and 3 of 2018. These instructions, issued by the National Committee for Combating Money Laundering and Terrorist Financing, operationalize obligations arising from UN Security Council Resolutions 1267, 1989, 2253, 1988, and 1373. The directive requires banks to adhere to the provisions published in the Official Gazette on July 16, 2018.

We attach herewith copies of Instruction No. (1) of 2018 "Instructions for Implementing Obligations Arising from UN Security Council Resolutions 1267 (1999), 1989 (2011), and 2253 (2015) and Other Related Decisions", Instruction No. (2) of 2018 "Instructions for Implementing Obligations Arising from UN Security Council Resolution 1988 (2011) and Other Related Decisions", and Instruction No. (3) of 2018 "Instructions for Implementing Obligations Arising from UN Security Council Resolution 1373 (2001) and Other Related Decisions", issued by the National Committee for Combating Money Laundering and Terrorist Financing based on the provisions of Paragraph (c) of Article (37) of the Anti-Money Laundering and Terrorist Financing Law No. (46) of 2007 and its amendments, and published in the Official Gazette in Issue No. (5524) dated 16/7/2018.
