The CBFA modifies periodic reporting requirements for credit institutions and stockbroking companies by introducing new table 03.70 for the financial instruments balance and replacing tables 20.10, 20.20, and 20.30 with table 20.11 regarding client fund segregation. These new tables enter into force on January 1, 2008, with the first application for statements finalized on March 31, 2008. Information must be submitted exclusively via the XBRL electronic protocol to the National Bank of Belgium, although simplified communication modalities are available for entities with a total balance sheet below 100 million euros.

CIRCULAR PPB-2007-14-CPB-CPA to credit institutions and stockbroking companies
Madam,
Sir,
Subject: Decree on modifications to periodic reporting on a social and territorial basis for credit institutions (Schema A Book I) and periodic statements of stockbroking companies.
We hereby inform you that the Banking, Finance and Insurance Commission (CBFA) has modified, by decree of December 12, 2007, (i) its decree of April 28, 1992 concerning periodic information relating to the financial situation of credit institutions (Schema A Book I) to be communicated to the National Bank of Belgium (NBB) and the CBFA and (ii) its decree of November 8, 2001 relating to the periodic information that stockbroking companies must transmit to the CBFA.
Thus, following the CBFA circular of April 10, 2007 (PPB-2007-7-CPB) clarifying the principles of sound practice in the administration of financial instruments, a new table 03.70 "Balance of financial instruments" is integrated into the periodic accounting statements of credit institutions (Schema A Book I). For stockbroking companies, table 03.70 will replace the one currently reported on a quarterly basis (table 02.10, securities balance). These new tables constitute a transcription into Schema A and into the periodic statements of stockbroking companies of the table already published in the annex of the aforementioned circular.
Furthermore, as a consequence of the MiFID regulation and the modification of Article 77 of the law of April 6, 1995 on the status of investment firms and their supervision, tables 20.10, 20.20 and 20.30 relating to own funds and the placement of client funds are replaced by a new table 20.11 (Segregation in matters of client funds).
The aforementioned tables, as available on the CBFA website1, will enter into force on January 1, 2008 (first application for periodic statements finalized on March 31, 2008).
1 You can find the table of financial instruments for credit institutions on the site www.cbfa.be > Credit Institutions > Circulars > Periodic Information > administration of financial instruments. For stockbroking companies, the "Balance of financial instruments" table is available on www.cbfa.be > investment firms > Stockbroking companies > Circulars > Periodic Information > administration of financial instruments. For its part, table 20.11 is located at www.cbfa.be > investment firms > Stockbroking companies > Circulars > regulatory coefficients.

The communication of the aforementioned information will be carried out with the NBB exclusively by means of the XBRL electronic protocol, including for stockbroking companies.
As indicated in our letter of September 24, 2007 to Febelfin, the communication modalities can be simplified for credit institutions and investment firms whose total balance sheet is less than 100 million euros on the reporting date (indicative size criterion). As for reporting deadlines, the existing provisions applicable respectively to credit institutions and stockbroking companies remain unchanged.
A copy of this circular is sent to the auditor(s), approved reviewer(s) of your establishment.
We ask you to accept, Madam, Sir, the expression of our distinguished salutations.
The President,
J.-P. SERVAIS.
