Banks operating in the Kingdom are required to verify customers against the Bounced Checks Unit database using both their name and document number before issuing checkbooks, and must retain copies of these verification results in customer files. This directive addresses the failure of some banks to properly identify non-resident clients and to maintain records of these checks.

Circular to Banks Operating in the Kingdom
Greetings,
It has been observed that some banks issue checkbooks to a number of their clients despite these clients being listed on the Bounced Checks Unit list. This occurs because these banks conduct inquiries using the document number only, without inquiring by name, particularly for non-resident clients. Furthermore, it has been observed that some banks do not retain copies of the inquiry results regarding their clients when requested to issue checkbooks.
Therefore, we emphasize the necessity of complying with inquiring about customers based on the Bounced Checks Unit database by using both the name and document number when they request checkbooks, and retaining a copy of the inquiry result in the customer files.
Please accept our highest respect,
/ The Governor
