The Central Bank of Jordan requires licensed banks to reclassify the accounts of the Cities and Villages Development Bank as non-banking financial institutions/public sector under code 88/1772, effective from the May 2010 financial statements. The circular further clarifies that deposits of non-banking financial institutions are considered customer deposits, thereby subjecting them to the provisions of Banking Law No. 28 of 2000 and its amendments.

Circular to all licensed banks
Greetings,
Subsequent to our letter No. (10/2/19297) dated 4/11/1999, which included a modified model of the monthly statement and its attachments, and based on the request of His Excellency the Minister of Finance in his letter No. (2/10/13036) dated 12/5/2010.
And relying on the provisions of Article (45/A) of the Central Bank Law No. (23) of 1971 and its amendments, please proceed with the following:
Reclassify the accounts of the Cities and Villages Development Bank to become part of the non-banking financial institutions/public sector group instead of the other banking institutions group, under number (88/1772), within the "Financial Status of Government Ministries, Institutions, and Other Institutions" statement, and wherever it appears in the monthly report and its attachments.
Take the necessary measures to provide us with the data according to the new classification, starting from the financial statements for the month of May/2010.
Noting that deposits of non-banking financial institutions are part of customer deposits; therefore, the provisions of Banking Law No. (28) of 2000 and its amendments and the instructions issued pursuant thereto apply to them.
Please accept our highest regards,
Governor
