2. Security devices for banks and savings banks (Decree No. 2,525 of July 21, 1971).
ARTICLE 1 - The minimum security measures, in accordance with Law No. 19.130, that banking houses and savings banks in the country must adopt are the following:
a) Armored turret, booth, or cabin at height, allowing panoramic surveillance with an adequate angle of fire. When the characteristics of the premises make height installation impossible, construction outside the premises - also at height - close to the main access door or inside the premises at ground level is admitted, in that order. The characteristics of the armored turrets, booths, or cabins have been fixed by Resolution of the Presidency of this Institution number 440 of August 4, 1978 (Point 7.4.). b) Remote alarm, with adequate controls to activate it securely and with minimal possibility of accidental operation. c) Armored safe (cement and steel) in the basement or at ground level, separated from party walls, fireproof and proof of violation by mechanical elements or oxyacetylene torch. It will have two doors, one of which must be equipped with a "triple-chronometric" type lock. d) Special locks, bolts, bars, chains, iron or steel shutters, bars, and bulletproof peepholes, as appropriate, on all access points to the buildings (doors, windows, skylights, inner courtyards, etc.). e) Additional police service. The additional police service is considered effectively adopted when it is covered with active personnel, provided by the competent security body in the jurisdiction where the banking house is located. f) Caretaker service and internal and external night lighting, when necessary. The need to implement the measures established in this subsection is determined by the security body that carried out the verification of the prevention device adopted, by disposition of the Central Bank. g) Place or enclosure for important operations, away from public view, when the characteristics of the premises allow it.
ARTICLE 2 - From the promulgation of this decree, no new buildings may be authorized unless the requirements established by it are satisfied, except in the situations provided for in ARTICLE 3.
ARTICLE 3 - THE CENTRAL BANK OF THE ARGENTINE REPUBLIC will resolve, prior to the opinion of the Federal Police or the competent security bodies depending on the case, all issues that arise in relation to the security devices referred to by the law and this regulatory decree, as well as on the appropriateness of exempting some of the measures established for certain houses taking into account location, characteristics of the premises where they operate, or their relative importance.
Decree No. 1,835 of July 30, 1979 temporarily repealed this attribution, which was restored by Decree No. 2,527 of October 12, 1970 (Points 4 and 5 respectively).

7. Regulatory norms issued by the Central Bank of the Republic of Argentina
7.1. Replacement of the armored safe:
As stipulated in subsection c) of Article 1 of Decree No. 2525/71 (Point 2), all bank branches must have an armored safe (cement and steel). However, requests are accepted and authorizations granted for its replacement by a mobile safe-box, when the branch operates in premises not owned by it, these are of reduced dimensions, there are unfavorable geological conditions in the area for constructing the safe, or any other cause is alleged that justifies the exception, which, once granted, expires upon the relocation of the branch or modification of the cause considered for its granting. For this reason, entities must immediately communicate any such variation. Only in the case of non-owned premises is the request resolved directly, while in the remaining cases, a report from the competent security agency in the jurisdiction is required. Requests must be submitted before the branch is authorized. The substitute elements (mobile safe-boxes) must comply with the characteristics established by Resolution of the Presidency 727 of December 6, 1974, the relevant part of which is transcribed:
7.1.1. Hull: with armor ensuring its inviolability by mechanical means, oxy-acetylene torch, and resistance to disintegration by high-impact force, during the entity's inactive hours, constructed in a single piece or a single piece per face, with its joints tongue-and-groove or embedded. It must have adequate thermal insulation to prevent destruction of the contents by heat action.
7.1.2. Main door: Must be constructed with characteristics of greater resistance than those foreseen for the hull, with its corresponding lock box and bolts. Its closure must guarantee the anti-thermal properties of the box.

7.1.4. Locks: Main door: triple-chronometric type - Additionally, it must have two numerical combinations, with four dials, automatic key-to-code change, a device that prevents its violation, and protruding collars on its axes that prevent forcing its displacement inward or outward, or alternatively, a lock with a double-slate key or another of recognized security and a numerical combination lock.
Internal drawer: with delay mechanism.
7.1.5. Location: separated from party walls. When, due to its weight, it is easily movable, it must be fixed to a consistent wall and/or floor, according to the characteristics of the premises.
7.2. Lower-tier offices:
7.2.1. Lower-tier offices used by financial entities, dedicated exclusively to the receipt of deposits for savings accounts and current accounts, and to the collection of taxes, fees, contributions, utility bills, and other obligations, as well as to limited savings withdrawal services, may operate in constructions specially adapted to their operations that possess, at minimum, the characteristics and general conditions detailed in point 7.2.2.

Entities must adopt precautions that enable the presenting to the acting verifier official of a certificate issued by the respective manufacturer stating that the receiver box meets the requirements established in point 7.2.2.2. This certificate must also specify the technical specifications of the materials used and construction details of the referred device.
7.2.2.4. The maximum sum that can be kept outside the receiver box for the operation of lower-tier offices is $ 50,000 (fifty thousand pesos). This amount is updated, when applicable, by Communication "B".
The Central Bank may update the referred amount, applying the coefficient resulting from the "Wholesale Price Index" in the total category "Non-Agricultural Products" which is periodically published in the Statistics Bulletin of the National Institute of Statistics and Censuses, whenever the adjustments to be made represent increases not less than (25%) TWENTY-FIVE PERCENT.
7.2.2.5. The removal of the safe must be done with the participation of the valuables carrier involved in the transfer, who must be the holder of keys allowing the extraction of the same from inside the metallic body.

In all cases, its base must be covered so that there is no direct access to the underside of the floor of the guard booth from the exterior. To define its height and placement within the room to be watched, the opinion of the technical personnel of the Jurisdictional Security Force must be taken into account. In all cases, surveillance of the boxes for entry into the safe must be ensured.
7.4.1.2.3. Roof. must present a slope such that it does not allow the retention of elements thrown against its upper part, unless it coincides with that of the room to be guarded. This requirement can be achieved by a coating or false ceiling firmly attached to the structure of the guard booth.

XXI - Security Measures in Financial Entities. (Continuation) RUNOR - 1
7.4.3. Permanence: the presence of the uniformed agent inside the guard booth must be permanent, during the hours of public service, and the financial entity must immediately report any non-compliance in the case of the Federal Capital to the Banking Security Division, an agency dependent on the Federal Police, and to the jurisdictional police stations of the provinces, in the rest of the country, for the immediate intervention.
7.4.4. Additional measures: without prejudice to other electronic or mechanical measures that entities deem convenient to incorporate into the guard booth, special photographic cameras or CCTV may be placed inside - as optional - connected to video recorders (VTR) allowing a graphic record of aggressors and suspects, in order to enable their subsequent identification. If possible, within the field covered by them, there should be elements providing comparatively information on heights as well as date and time (digital clocks, calendars, etc.).
Simultaneously with the issuance of the preceding regulation, the Central Bank issued the following complementary provisions:
B.C.R.A.
XXI - Security Measures in Financial Entities. (Continuation) RUNOR - 1
7.6. Exemption from remote alarm, in the Province of Buenos Aires, granted to financial companies, credit unions, and savings and loan associations for housing or other real estate.
The Police of the Province of Buenos Aires systematically denied all requests made by the entities mentioned in the heading, to install their remote alarm systems, due to operational problems and the quantity of requests made.
For this reason and counting on the relevant opinion issued by the aforementioned Security Agency, by Resolution 157 of May 7, 1980, the Presidency authorized the branches of said entities, located in the referred jurisdiction, to continue operating without remote alarm, which must be replaced by an external alarm, as long as the difficulties preventing the Provincial Police from processing the requests made persist. Nevertheless, it was decided that these entities must adopt the entirety of the remaining prevention device they are required to implement according to current regulations, plus the remaining supplementary measures that the mentioned Police require in each particular case, in order to compensate for the lack of the remote alarm system.

8. Complementary instructions
8.1. Declaration of security measures adopted, when communicating the authorization or relocation of a financial entity branch.
When submitting form 2522 (Start of activities of branch - Relocation - head or matrix office or branch), entities must declare succinctly, according to the instructions of the cited form, the security measures adopted, referring exclusively to the legal norm applicable to them.
8.2. Self-grouping of financial companies, credit unions, and savings and loan associations for housing or other real estate (included by Decree No. 1284/73).
The entities mentioned in the heading must inform in which of the subsections contained in Article 1 of Decree 1284/73 each of the branches is included, taking into account that such self-grouping does not necessarily have to be homogeneous, but must be assigned individually according to the operation of each branch. In this way, the case of a Head Office located in subsection "A" and its branches in "B" or vice versa is admitted. Likewise, they must immediately notify any modification that alters the declared grouping.
8.3. Reporting of criminal acts or accidents.
The Central Bank needs to have, for the fulfillment of the mission assigned to it in the matter, information regarding all criminal acts and accidents affecting financial entities.
For this cause, in the event that any such incident occurs in the buildings they occupy or during the transfer of money, they must send to said Institution, within five (5) days of the occurrence, a detailed list of the event, with special indication regarding the behavior on the occasion, of the security devices adopted, information that, given its confidential nature, must be provided with the necessary reserves. To avoid erroneous interpretations and the receipt of information that does not interest said Institution, from the point of view of security in financial entities, it is recalled that such communications are sent exclusively when they refer to criminal acts or accidents in which the minimum prevention measures established by Law 19130 and its Decrees and regulatory norms have been affected.
8.4. Abstention from sending plans or sketches
Unless indicated otherwise, financial entities must refrain from sending to the area of the Central Bank that supervises compliance with Law 19130, any type of plans, sketches, or other graphics referring to the general or particular disposition or distribution of the departments where they carry out or plan to carry out their activities, especially those related to areas comprising prevention and/or protection devices.
8.5. Improper activation of the alarm
In order to avoid the inconveniences caused to security agencies, by the deployment of elements and general preparation of repression, financial entities must avoid that, due to the negligence of the responsible personnel, the alarm system is activated without criminal acts being involved.
For this, they must take all necessary measures so that remote alarms (article

XXI - Security Measures in Financial Entities. (Continuation) RUNOR - 1 No. 1284/73) and the external alarms (Article 1, Section A, item c of Decree 1284/73) are equipped with adequate controls to operate them securely and with minimal possibility of accidental operation.
8.6. Location of additional security personnel
Experience indicates that, in some cases, personnel performing private security services in financial entities are located, during public service hours, preferably near the main access doors, thereby denoting a completely vulnerable position.
It is estimated that such a situation works to the detriment of the security scheme pursued, given that such personnel, who should act in a coordinated and complementary manner with the additional police service provided by the competent security authority in the jurisdiction, in any eventuality, would be in a distinctly unfavorable position. Therefore, it is suggested that the authorities of such entities carry out a strategic distribution of the personnel in question, based on a better location that allows for an adequate panoramic view and a higher probability of acting in the face of potential danger.
8.7. Additional police service in the jurisdiction of the Province of Buenos Aires
Within the scope of the Province of Buenos Aires, the additional police service must be contracted directly at the Additional Police section (POLAD) dependent on the General Secretariat of the Police of that State, which is located in the Central Police Department, La Plata, Province of Buenos Aires.
8.8. Police personnel authorized to carry out inspections in the Federal Capital
The Argentine Federal Police designates the personnel of its dependency authorized, exclusively, to carry out the inspections that this Institution entrusts to it, as established by Law 19130. By Communication B, the list of authorized personnel is made known.
8.9. Directives emanating from RENAR (National Registry of Arms)
The National Registry of Arms (RENAR), with which financial entities maintain a connection due to the arms, armored vehicles, armored cash boxes, etc., that they possess or intend to acquire or decommission, has requested from the Central Bank, on various occasions, the dissemination among said entities of some of the norms it dictates. Therefore, financial entities must obtain due advice from that Agency before proceeding to the acquisition, modification, or decommissioning of any of the elements included in the National Law on Arms and Explosives 20429 and its regulatory Decree 395/73, whose texts are provided, for a fee, by said entity.
8.10. Wireless remote alarms. Need to manage the corresponding permit with sufficient advance notice.
Certain entities (banks and financial companies, credit unions, and savings and loan associations for housing or other real estate, the last three when grouped in Section B, Article 1, Decree 1284/73) must install remote alarms.
When such alarms are of the "wireless" type, they require the prior intervention and authorization of the State Secretariat of Communications, a procedure that, as reported by that Agency, demands a period that may impact the establishment plans of new branches, prepared by these entities.
Consequently, the Central Bank recommends initiating the relevant procedures with such advance notice to the date of inauguration of branches that it is sufficient to achieve the prior commissioning of the remote alarm, since, as provided by Decrees Nos. 2525/71 and 1284/73, new branches cannot be opened to the public without having completed the entirety of the prevention device they establish. Likewise, entities are notified that the Central Bank does not attend to requests for exemption, related to the matter treated, based on delays produced in the State Secretariat of Communications, National Directorate of Telecommunications, which is located at Sarmiento 181, 4th floor (1041) Federal Capital.
8.11. Possession of certificates of suitability and/or replacement
Financial entities must adopt the precautions that enable the presentation of the certificates that accredit that the specifications of the security devices instituted by virtue of Law 19130 and its Decrees and regulatory norms, satisfy the requirements of said norms. Likewise, when the replacement or exemption of some of such measures has been authorized, they must have the pertinent approval issued by the Central Bank. Such elements must be exhibited to the verifying official whenever requested, and on this matter, the Presidency of the Central Bank, adopted on 9.12.80 Resolution 520/80 whose operative part is transcribed.
8.11.1. Resolution 520/80 of the Presidency of the Central Bank.
8.11.1.1. Establish that financial entities must adopt the necessary precautions to file in each of their branches the certificates that demonstrate the aptitude of the security measures implemented and that are required by current legislation.
8.11.1.2. Instruct said entities to consider themselves directly responsible for their presentation in case of not having the aforementioned certificates at the time of verification, they must send them to the intervening agency within fifteen (15) days thereafter.
8.11.1.3. Establish that security bodies will in the future remit to this Institution the corresponding Minutes of the inspections required, only after financial entities have exhibited the corresponding certificates of aptitude, or once the period fixed in the preceding point has elapsed, leaving only a record in the cited form if it emerges from the presented elements that the security measures do not satisfy the requirements considered minimum by current legislation, or in its case, the eventual non-compliance incurred.
8.11.1.4. Communicate what has been resolved to financial entities, police institutions, National Gendarmerie, Aeronautical Military Police, and National Maritime Prefecture.
