The circular replaces the previous “Central de registración y liquidación de instrumentos de endeudamiento público CRyL” rules with a new framework called “Central de registro y liquidación de instrumentos de deuda pública, regulación monetaria y fideicomisos financieros (CRyL)”. It creates the CRyL under the jurisdiction of the Central Bank of Argentina, authorizes financial entities, market participants, public‑sector entities and custodians to open various types of registration accounts (own, private‑sector custody, public‑sector custody, guarantees, etc.) and, where required, restricted‑use current accounts without checkbooks. It establishes detailed procedures, schedules and formats for electronic transfers (FT, FTC, DVP), contingency liquidations, reporting frequencies (daily, monthly, others), and the applicable fees, all effective as of 03/01/2019.
