This circular updates Section 61 of the reporting instructions to include a specific record design for reciprocal guarantee societies and public guarantee funds, effective for submissions starting February 24, 2025. It mandates the use of distinct text files and regime codes for partial corrections or suppressions of debtor records, enforcing strict validation rules and error codes for data integrity. Entities must ensure that corrections do not follow suppressions for the same debtor and period, and must report significant variations in minimum provisions resulting from these changes.

61.1. PARTIAL CORRECTIONS
61.1.1. General Instructions
By accessing the Internet site (https://www3.bcra.gob.ar) and identifying yourself with the unique user code and password for each entity, you can enter the information that will be saved in a file named “RECTPARC.TXT” for financial entities, non-financial credit providers, financial trusts, and providers of person-to-person credit services through platforms, or “RECTPARCSF.TXT” for reciprocal guarantee companies and public guarantee funds, as provided in Section 1 of Submission of Information to the Central Bank, in accordance with what is established for Sending files through the exclusive site www3 (Option for uploading information). One file per day can be entered, containing a maximum of 250 records. To identify this regime/requirement (61.1. PARTIAL CORRECTIONS), the regime code “00002” must be used, requirement “00005” for financial entities, non-financial credit providers, financial trusts, and providers of person-to-person credit services through platforms, or the regime code “00002”, requirement code “00011” for reciprocal guarantee companies and public guarantee funds. One record must be reported for each information period that corresponds to be suppressed or corrected from the records of each debtor. This plain text file will be of variable length, according to the corresponding record design, and taking into account the following specifications:
a. ANSI – 1252 character encoding must be respected. b. The symbol “;” (semicolon) will be used as a field separator.
c. To separate each record, the TXT file generation application used by the entity must symbolically enter the hexadecimal characters representing a <CR> “Carriage Return” and a <LF> “Line Feed”. This means that an <Enter> is generated at the end of each record.
d. The last field of each record MUST NOT contain the symbol “;” at the end. That is, the number of “;” per record is equal to the number of expected fields minus 1. e. It is not necessary to complete the field until the maximum expected length is filled (that is, filling numbers with 0 to the left or alphanumeric characters with blank spaces). f. If a field was not to be reported (value “NULL” or absence of value), the field separators (“;”) must be completed successively without intervening blank spaces. (Applicable exclusively for suppressions). B.C.R.A. SUBMISSION OF INFORMATION TO THE CENTRAL BANK

In case of correcting records, for each combination of debtor identification type and number, information date, and entity code with operations faced (the latter exclusively for RGC/PGF), all information related to the fields detailed below must be entered, which must always be integrated:
✓ Situation
✓ Debtor categorized under Art. 26 para. 4) Law 25.326 ✓ Amount In case of totally suppressing a debtor record, the previously described fields must be integrated as null. In the case of RGC/PGF, when entering movements for a debtor, all valid records reported in regime “00002”, requirement “00007” in the relevant period must be sent. Additionally, when it is a correction (field 4 = 2), for each combination of identification type and number and information date, the data reported in fields 5 and 6 must be identical. The period corresponding to the information to be suppressed or corrected must be validated previously. The date to be completed in field 1 is that corresponding to the information period to be suppressed or corrected. Corrections cannot be entered for a debtor in a specific information period after a suppression has been entered for that record. If, as a result of entering corrections/suppressions, a variation of 1% or more occurs in the monthly balance of minimum provisions for uncollectible risk, once the correction/suppression is made, a note signed by the Responsible for the Generation and Compliance of Information Regimes and addressed to the Information Management Manager detailing this situation must be presented for its evaluation. From the analysis of the submissions of this requirement and the notes detailed above, a complete correction of the RI-DSF and the RI-Balance of Balances may be requested if appropriate. B.C.R.A.
