ANNEX: 7 Sheets
86.1.1. The information included in this section may be submitted daily and only when there are new developments, that is, each time financial institutions, non-financial credit providers and/or providers of peer-to-peer credit services through platforms grant new credit assistance related to the items Loans (with the exception of Credit Cards and Advances) and Financial Lease Credits, corresponding to natural or legal persons belonging to the non-financial private sector. In addition, the conditions established in point 1. of Section N of the Procedure Rules of this regime must be met. It shall be recorded in accordance with the record layout inserted in point 86.5. named NUEVAS.TXT.
The information may be entered as provided in Section 1. Submission of Information to the Central Bank, in accordance with the provisions for the file transfer service at www3 (MFT). The file must be sent respecting the maximum size established in the aforementioned section.
To identify this regime/requirement (86. New Financings), the regime code “00002”, requirement “00014” must be used.
Amounts shall be recorded in thousands of pesos without decimals. For the purposes of rounding the magnitudes, for those debts greater than $25 thousand, the values shall be increased by one unit when the first digit of the fractions is equal to or greater than 5, discarding those that are lower.
86.1.2. The data referring to the entity code, information date (submission date) and presentation type shall be those declared in the index files in accordance with the provisions of Section 1. The presentation type field must always be completed as Normal and in all cases the option “OPERA” must be indicated.
86.1.3. The flat files that will be sent with the requested information shall be of variable length, in accordance with the corresponding record layout, and taking into account the following specifications:
They must respect the ANSI - 1252 character encoding.
The symbol “;” (semicolon) shall be used as the field separator.
To separate each record, the hexadecimal characters representing a <CR> “Carriage Return” and a <LF> “Line Feed” must be entered. This means that an <ENTER> is generated at the end of each record.
The last field of each record must NOT contain the symbol “;” at the end thereof. That is, the number of “;” per record is equal to the number of expected fields minus 1. For example, for the file NUE-VAS.TXT, 6 fields per record are expected, therefore, there will be 5 “;”.
It is not necessary to complete the field up to the maximum expected length (that is, fill the numeric fields with leading 0s or the alphanumeric fields with blank characters)
The description-type fields must be generated in uppercase characters without accents. They must not contain tab characters or quotation marks. The new line character (Enter) and the semicolon character (;) must not be used in these fields.
86.1.4. More than one file per day may be entered. If the entity wishes to modify, add or delete information, it may send a file again with the modifications, since the last validated record for each debtor will be taken as the current record.
For the purposes of deleting a previously validated new development, fields 1 to 4 must be reported, field 5 must be completed with 99999999 and field 6 as a null field.
86.2.1. Financial institutions, non-financial credit providers and/or providers of peer-to-peer credit services through platforms may report daily as many records per debtor as new assistances have been granted to them.
86.2.2. In field 1, identification type 11 shall be used to report CUIT, CUIL or CDI.
For situations not provided for, identification types “98” and “99” shall be used for debtors residing abroad who are legal persons and natural persons respectively, who do not have a tax identification number. The identification number shall be formed as follows:
in the first five digits, the code of the reporting entity assigned by this Institution shall be recorded.
in the following two, the characters corresponding to the country code of residence of natural or legal persons located abroad shall be included, in accordance with the SWIFT Country Codes coding.
in the remaining four digits, a unique number shall be used for each of them.
