The Central Bank of Argentina mandates the incorporation of specific rules for Electronic Credit Invoices for Small and Medium Enterprises (MiPyMEs) into the National Payments System's operational norms, establishing a new Open Circulation System (SCA) for these instruments. Financial entities are required to issue a legal proof document to enable judicial actions in case of non-payment, effective from April 1, 2021. The regulation defines the SCA's administration by COELSA, its free usage, compensation mechanisms, and the specific roles for financial institutions and market infrastructures.
