Norms on "National Payments System – Electronic Clearing Chambers" and "National Payments System - Payment Services". Amendments.
We address you to inform you that this Institution has adopted the following resolution:
“1- Replace point 3.12. of the Terms of Reference on National Payments System – Electronic Clearing Chambers with the following:
“3.12. Offer a control service for CUIT/CUIL/CDI and CBU/CVU/alias, which public or private entities whose operations require guaranteeing that payments or payment requests are sent to the corresponding recipient may access. To this effect, it must define a policy to authorize access to the service. The clearing house must send to the email address sdep_vigilancia_estadisticas@bcra.gob.ar on March 31 of each year (or the next business day) the list of legal entities that had access to the service as of December 31 of the previous year, as well as the additions and removals that occurred during that year, and the policy applied to grant and maintain access to the service. This policy must be set out in its procedures manual and detail the criteria applied to consider the validity of each request.”
2- Replace the last two paragraphs of point 9.2.1.1. of the Terms of Reference on National Payments System – Electronic Clearing Chambers with the following:
“The CEC-BV, at the request of a financial entity that is affiliated, may exclude from the calculation certain dates and/or certain operations of the compensation products, when extraordinary circumstances have distorted the result of daily compensation. It may also increase or decrease guarantees, when circumstances verifying the need to do so are verified in defense of the compensation system. The CEC-BV must send to the email address sdep_vigilancia_estadisticas@bcra.gob.ar on March 31 of each year (or the next business day) a report detailing the exclusions to which it gave consent, and the policy it applies to grant the exclusion request. This policy must be set out in its procedures manual and detail the criteria applied to consider the validity of each request.”

3- Modify point 3.8. of the Terms of Reference on National Payments System – Payment Services with the following:
“3.8. The CEC-BV may assign an alias for each of the CBUs or CVUs that do not have one assigned in the registry, which may subsequently be modified by the users at any time. This alias will arise from an algorithm that combines up to four simple words in the Spanish language; one of them may be replaced by a number of up to four digits.”
