NATIONAL PAYMENTS SYSTEM - ELECTRONIC PAYMENT MEDIUM (MEP) Version: 8th COMMUNICATION "A" 8493 Validity:
01/11/2026
1.1. Definition
The Electronic Payment Medium (MEP) or MEP System allows fund transfers between participants throughout a determined operational cycle, using the accounts they have open at the Central Bank of the Argentine Republic (BCRA). It is a real-time gross settlement (RTGS) system, through which the settlement of payment instruments of financial intermediation between entities is carried out, which may act on their own behalf or on behalf of third parties. Likewise, it is the only channel for the settlement of balances arising from the electronic clearing of funds as a result of the interrelation between entities and electronic clearing houses (CEC).
1.2. Objectives
1.2.1. Establish an information exchange system between the BCRA and participating entities based on the transfer of messages and transactions between computers through a modern, efficient and reliable platform within a security framework.
1.2.2. Optimize the economic flow between entities and contribute to the control of movements recorded in their accounts.
1.2.3. Reduce costs within the financial system.
1.2.4. Contribute to the consolidation and development of the national payments system.
1.2.5. Enhance the possibility of integration with other systems by improving their operational, security and reliability characteristics.
1.3. Participants
Participating entities are financial entities, electronic clearing houses, exchange houses and agencies, as well as agencies and other bodies whose participation is expressly authorized by the BCRA and in order to operate in the financial system with accounts open in their name at the BCRA, also complying with the formal and technical requirements requested to operate in the MEP. The list of adhered and enabled entities to operate through the MEP is found in Section 8. Likewise, the numbers of their operational accounts at the BCRA are disseminated by the BCRA's Current Accounts Management through B communications. These accounts are grouped into current and special accounts in pesos, and in demand accounts in US dollars, euros and other foreign currencies authorized by the BCRA. B.C.R.A. 1.4. Operational schedule
The MEP System is operational on banking business days, from 8 a.m. to 8 p.m.
For compensation operations of balances generated by the transfer of electronic certificates for deposits and time deposits (CEDIP), it is available from 7:30 a.m. The operational schedule may be modified by the BCRA, even in an extraordinary and/or occasional manner. Such modifications will be brought to the knowledge of system participants through usual communication channels (communications, bulletins, messaging channel, etc.).
1.5. MEP Administration
The administration of the MEP System corresponds to the Sub-Management of Payment Means Administration, while account management and signature registration are in charge of the Current Accounts Sub-Management; both sub-managements depend on the Current Accounts Management. Participants may communicate with the operational administration of the MEP System through the email addresses mep@bcra.gob.ar and/or gestiondeoperatorias@bcra.gob.ar. Likewise, queries related to current accounts must be sent to the email address ctas.ctes@bcra.gob.ar.
1.6. Requests and procedures
1.6.1. Contingency requests regarding connectivity with the BCRA must be submitted in accordance with what is provided in points 5.1.1. and 5.1.2.
1.6.2. The remaining requests and administrative procedures submitted to the Current Accounts Management must adhere to the following:
i. When submitted by financial entities, and by exchange operators with access to IDEAR: they will be submitted via IDEAR and must be made by note signed in PDF format with a digital signature established in Law 25.506.
ii. When submitted by exchange operators without access to IDEAR: they will be submitted from their email address reported to the Registry of Exchange Operators to the email address of the Current Accounts Management: ctas.ctes@bcra.gob.ar, and must be made by note signed in PDF format with a digital signature established in Law 25.506.
iii. When submitted by MEP participating entities that use the Electronic Document Management System (GDE) and whose signatories are enabled in the signature registry: they may be submitted through said system using the signature generated there.

4.5.1. The process of creating new operations, as well as the modification of existing ones or the structuring of payment instructions, will take place in the Sub-Management of Payment Means Administration of the Current Accounts Management.
These actions may originate from:
− BCRA regulations;
− national, provincial legislation and/or resolutions of government agencies; − initiatives of the BCRA itself; − surveys conducted by the Current Accounts Management; or − requests from MEP participating entities, submitted in accordance with what is provided in point 1.6.2.
4.5.2. The production launch of new operations will be notified via B communication. Entities that need to use them must adapt their developments and perform the tests they deem pertinent within the homologation environment.
4.5.3. During the testing period, each entity may suggest or request modifications, which will be evaluated for implementation, if applicable.
4.6. MEP Operations Manual
The MEP System has an "MEP Operations Manual", which allows adhered entities to consult information regarding operations. The manual is located at the following link https://homoiismep.bcra.sfa/mep.html, located in the BCRA Extranet. The information supplied for each operation is structured in two areas:
4.6.1. Information common to all operations:
− code and description,
− abbreviated name,
− use,
− currency of origin of the transfer,
− types of accounts enabled for debit and credit, − enabled schedule, and − regulatory background. B.C.R.A. NATIONAL PAYMENTS SYSTEM - ELECTRONIC PAYMENT MEDIUM (MEP)

Without prejudice to what is required in Communications B 11584 and B 12898, the Sub-Management of Payment Means Administration, within the general contingency strategy for the MEP system and as an alternative in the event that the links are not active for sending operations through the API developed by MEP participating entities, will facilitate a point of access to the mentioned system, at BCRA facilities, subject to availability and with the character of last resort.
5.1. Requirements to operate in contingencies
To access this last resort resource, the entity must observe all the requirements detailed below:
5.1.1. Inform the Sub-Management of Payment Means Administration of the contingency situation (by telephone, email, TEAMS or other means), in order to obtain conformity to operate at the BCRA headquarters.
Requests to operate in contingency situations regarding connectivity with the BCRA must be submitted via IDEAR. When it concerns exchange operators who do not have access to IDEAR, they must send the request from the email address reported to the Registry of Exchange Operators to the email address of the Current Accounts Management: ctas.ctes@bcra.gob.ar. Requests must be made by note signed with a digital signature established in Law 25.506 in PDF format. MEP participating entities that use the GDE system and whose signatories are enabled in the Authorized Signatures Registry provided for in Section 1. of the ordered text on Authorized Signatures before the BCRA may submit requests through said system using the signature generated there. Only exceptionally, in the event of unavailability of computer or communication systems, requests on paper may be accepted, with handwritten signature. Notes must be presented on letterhead paper of the requesting entity (original and copy).
5.1.2. Present themselves, the entity's personnel, before the Sub-Management of Payment Means Administration with their respective identification and with a note in accordance with what is indicated in point 5.1.1. stating:
− request and reason for operating in contingency; − surname, name, type and number of document of the personnel authorized to operate in contingency and to make fund movements; and − registered signature/s at the BCRA, their signatory/s being authorized before the Current Accounts Management to carry out fund movements, respecting in all respects the mode of use instructed by each financial entity in said department.
5.1.3. Ensure that, to process through this modality, the attendance of suitable and authorized personnel in the necessary production environment for system operation will be mandatory.

The Sub-Management of Payment Means Administration will verify compliance with the requirements and, in case of non-compliance, may deny the requesting entity the use of this contingency mechanism. The contingency operation modality is described in the Operations Manual.
5.2. Periodic verification
Adhered entities to the MEP that wish to perform periodic operations at BCRA facilities to test the correct functioning of the administrative and operational contingency circuit must contact the Sub-Management of Payment Means Administration to agree on the date and time for carrying out the procedure, each of them proceeding in accordance with what is indicated in point 5.1. and in the Operations Manual. The application is also installed in the homologation environment so that entities perform the tests they deem necessary, with the same considerations indicated in the previous paragraph.
