The Virtual Financial Assets Act (Chapter 590 of the Laws of Malta) came into force on 1 November 2018, enabling the Malta Financial Services Authority (MFSA) to accept applications through a designated online portal. Initially, the MFSA processes applications only for persons seeking registration as VFA Agents, who must submit a statement of intent and complete a digitized Personal Questionnaire. Applications lacking complete information are rejected, requiring new submissions, while existing operators performing activities under Articles 7 or 14 may utilize a transitory period under Article 62 by submitting a specific notification form. Only registered VFA Agents are permitted to submit applications for whitepaper registration or VFA Service licenses.
