Issuers of virtual financial assets in Malta must draw up a Whitepaper and register it with the Malta Financial Services Authority by 31 January 2019 if they are utilizing the transitory period under Article 62(1)(a) of the Virtual Financial Assets Act or falling within the exemption under Regulation 3 of the Regulations but continuing their offering after that date. Submissions must be made through a registered VFA Agent or an applicant with at least three proposed Designated Persons who have completed an approved course, using the online Whitepaper Registration Form and mandatory Annex I. Additionally, proposed Money Laundering Reporting Officers must complete an Authority-approved course and undergo a mandatory interview prior to approval.
