Clarification – Dissemination of Financial Intelligence by Financial Monitoring Unit
The Financial Monitoring Unit (FMU) clarifies that it disseminates analyzed financial intelligence rather than raw Suspicious Transaction Reports (STRs) or Currency Transaction Reports (CTRs) to law enforcement and regulatory bodies. Agencies must reference this financial intelligence in all interagency correspondence instead of citing underlying STRs or CTRs to ensure proper handling and confidentiality. Because financial intelligence is based on suspicion and not court-admissible evidence, agencies are required to conduct independent investigations and gather their own admissible evidence.
