CMN Resolution No. 4,959 — Amends General Provisions of Chapter 10 (Pronaf) of the Rural Credit Manual regarding investment credit contracting requirements

RESOLUTION
CMN NO. 4,959, OF OCTOBER 21, 2021

Amends norms of Section 1 (General Provisions) of Chapter 10 (National Program for Strengthening Family Agriculture - Pronaf) of the Rural Credit Manual (MCR) regarding the requirements for contracting investment credit.

The Central Bank of Brazil, in accordance with art. 9 of Law No. 4,595, of December 31, 1964, makes public that the National Monetary Council, in a session held on October 21, 2021, in accordance with arts. 4, item VI, of Law No. 4,595, of 1964, 4 and 14 of Law No. 4,829, of November 5, 1965, and § 3 of art. 3 of Law No. 11,326, of July 24, 2006,

R E S O L V E D:

Art. 1 The Section 1 (General Provisions) of Chapter 10 (National Program for Strengthening Family Agriculture - Pronaf) of the Rural Credit Manual (MCR) shall enter into force with the following changes:

a) .....................................................................................................................

I - that are included in the list of BNDES Manufacturer Accreditation (CFI) and meet the parameters regarding the minimum nationalization indices defined in BNDES regulations applicable to the Financing Fund for Acquisition of Industrial Machinery and Equipment (Finame), noting that tractors and power tillers must have up to 80 HP (eighty horsepower) of power and that, in financing of engines for vessels, the requirement to be included in the BNDES CFI list is waived;

III - whose plan, project, or budget contains the BNDES CFI code for the item to be acquired and, when referring to tractors, harvesters, and self-propelled agricultural machinery for spraying and fertilizing, also contains the MAPA code;

V - when referring to tractors, harvesters, and self-propelled agricultural machinery for spraying and fertilizing, must be included in the MAPA list, observing the minimum description and maximum value of each item;

a) cargo vehicles, motorized, electric, or animal-drawn, suitable for rural conditions, including trucks, trailers or semi-trailers, cargo pickup trucks, and motorcycles adapted for rural activity, may be acquired, and must be included in the MAPA list and the BNDES CFI list when referring to trucks, refrigerated trucks, insulated trucks, or bulk carriers, trailers, and semi-trailers;

e) the plan, project, or budget for financing must contain the MAPA code and the BNDES CFI code for the item to be acquired, when referring to trucks, refrigerated trucks, insulated trucks, or bulk carriers;

Art. 2 This Resolution enters into force on November 1, 2021.
