CMN Resolution No. 4391 establishes financing conditions for economic subsidy-eligible contracts with BNDES and Finep for operations contracted between January 1, 2015, and December 31, 2015. The resolution defines specific subprograms with distinct beneficiary criteria, eligible items, resource limits, interest rates, and repayment terms, subject to a total BNDES financing limit of R$49 billion. It mandates that BNDES bears the risk for direct contracts while accredited financial institutions bear risk for others, with repayment schedules and per-beneficiary limits determined by BNDES.
