Raises the financing limit for the Family Agroindustry Industrialization Credit Line (Pronaf Industrialização de Agroindústria Familiar) within the National Program for Strengthening Family Agriculture (Pronaf), as well as the respective cap per active member.
The Central Bank of Brazil, in accordance with Article 9 of Law No. 4,595 of December 31, 1964, makes public that the National Monetary Council, in a session held on March 30, 2023, considering the provisions of Article 4, item VI, of Law No. 4,595 of 1964, Articles 4 and 14 of Law No. 4,829 of November 5, 1965, and Section 3 of Article 3 of Law No. 11,326 of July 24, 2006,
R E S O L V E D:
Art. 1 Section 18 (Transitional Norms) of Chapter 10 (National Program for Strengthening Family Agriculture - Pronaf) of the Rural Credit Manual (MCR) shall be amended as follows:
“4 - Exceptionally, until June 30, 2023, the Credit Limit for Family Agroindustry Industrialization (Pronaf Industrialização de Agroindústria Familiar) may be raised, observing the following specific conditions and maintaining the other requirements for contracting this credit line:
a) singular cooperative: up to R$25,000,000.00 (twenty-five million reais), observing the limit of R$60,000.00 (sixty thousand reais) per member with an active DAP or a valid National Registry of Family Agriculture document of the National Program for Strengthening Family Agriculture (CAF-Pronaf) linked in the DAP or in the Registration Record in the National Registry of Family Agriculture (RICAF) issued to the cooperative, in accordance with the technical project and the economic-financial feasibility study of the enterprise;
b) the provisions of this item apply exclusively to singular cooperatives of family agriculture, as defined in Section 4 of Article 3 of Law No. 11,326 of July 24, 2006, which prove that, at least, 75% (seventy-five percent) of their active participants are beneficiaries of Pronaf, by presenting a list with the number of the active DAP or valid CAF-Pronaf of each cooperative member, and that, at least, 75% (seventy-five percent) of the production to be benefited, processed, or marketed originates from cooperatives classified under Pronaf, and whose financing project proves these same percentages regarding the number of participants and the production to be benefited, processed, or marketed related to the respective project;
c) the additional limit provided for in this item can only be granted with mandatory resources as defined in MCR 6-2.” (NR)
Art. 2 This Resolution enters into force on the date of its publication.
