Financial institutions must reclassify TN-equalized financing to non-equalizable sources, prohibiting Mandatory Resources for investments or FGPP except where pre-existing regulations allowed it. Only one source change is permitted per operation for Mandatory Resources, Rural Savings, and LCA, excluding MCR 3-2-15-d exchanges. A second change is exceptionally allowed until June 30, 2026, for TN-equalized operations contracted by June 30, 2025. This resolution replaces Section 6 of the Rural Credit Manual and enters into force upon publication.
