Commission Delegated Regulation (EU) 2020/2145 amending Delegated Regulation (EU) No 876/2013 regarding colleges for central counterparties
The European Commission amends Delegated Regulation (EU) No 876/2013 to update the composition, functioning, and management of colleges for central counterparties. The regulation requires competent authorities to respond to participation requests within 20 calendar days, grants the European Central Bank two voting participants when acting in dual capacities, and mandates that college meetings occur at least annually with agendas circulated well in advance. It further imposes obligations on competent authorities to share information regarding outsourcing, default procedures, and payment arrangements via secure means, while allowing voting by written procedure.
